Further Discussion: Mr. Sharp stated he brought along a revised site plan with changes as
discussed.

Motion withdrawn as the Planning Commission reviews the applicant's current site plan.

Discussion ensued regarding the curbing and elimination of the fire lane. The Planning
Commission also reviewed the landscape plan.

Motion by Commissioner Deemer and seconded by Commissioner Holland to recommend that City
Council approve the proposed site plan submitted October 4, 1994 by Dennis Sharp & Associates
for Lot 1, Block I, Gateway North Industrial Park Plat 4.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland,
Hendriksen, LaDue, Terry, and Thomd. Voting No: None.

Case #6: Proposal for Installation of Electric Transmission Lines; Case of
Anoka Municipal Electric

Zoning Administrator Frolik stated that the City of Anoka electric utility (AMU) is requesting
Ramsey's approval to construct a 2.7 mile transmission line through the city of Ramsey. AMU
proposes to construct a new substation on the border of Ramsey and Anoka, within Anoka city
limits.

Dan Voss, City of Anoka Electric Utility, explained that their long range plan identified the need
for a substation in Ramsey. He indicated that no-build or an underground line are not feasible
options; that the only option for meeting the demand for service is an above-ground line through
Ramsey. There were three routes reviewed, two of which impacted residential neighborhoods,
and the third, which is the preferred route, traverses the Industrial District.

Commissioner Hendriksen requested a comparison of this proposed line with the one that currently
runs up Ramsey Boulevard.

Mr. Voss advised that the proposed line would be some 50-70 feet above ground.

The Planning Commission proceeded to review the Findings of Fact.

Motion by Commissioner Deemer and seconded by Commissioner Holland that #2 through #5
would remain as presented.

Motion carded. Voting Yes. Chairperson Bawden, Commissioners Deemer, Holland,
Hendriksen, LaDue, Terry, and Thorud. Voting No: None.

Motion by Commissioner Holland and seconded by Commissioner Hendriksen to amend #1 to
reflect that Alternate 3 is the described route.

Motion carried. Voting Yes. Chairperson Bawden, Commissioners Holland, Hendriksen,
Deemer, LaDue, Terry, and Thorud. Voting No: None.

Referencing #6, Commissioner Deemer stated that wooden poles will be used, however, he feels
that steel or concrete is less obtrusive than wooden poles.

Commissioner LaDue disagreed with Commissioner Deemer.

Planning Commission/October 4, 1994
