The materials received have been prepared by <br />yourself and the site plan and drainage plan are dated February 2, 1994, Revision February 23, <br />1994 C and the topographical map is dated 2/1/94. We offer the following comments: <br /> <br />~ The subject property is zoned B-3 Highway Business for which self storage <br />facilities are not a permitted use. Accordingly, a request for a conditional use permit has <br />also been initiated by you. The adjacent parcels to the north and east axe also zoned B-3 <br />Highway Business, the parcels to the south and west are zoned R-1 Urban Residential and <br />Park. <br /> <br />2. Lot Si~: The subject property is 50,000 square feet in size., <br /> <br />~ The subject property is located in the Critical River Overlay District and as <br />such is restricted to a 30% impervious surface area which includes structures and <br />pavement. The proposal submitted appears to establish approximately a 90% impervious <br />surface area. In accordance with City Code, Mr. Dubats has applied for a variance from <br />this restriction. The variance must be reviwed and certified by the Commissioner of DNR. <br /> <br />Building Elevation; City Code requires the finished floor elevation to be 18 inches above <br />the centerline of Ebony Street N.W. The proposed structure elevations meet or exceed the <br />18 inch requirement. <br /> <br />Setbacks: City Code requires 35 foot front yard, 10 foot side yard and 35 foot rear yard <br />setbacks for structures in the B-3 District. The proposed structures meet the front, rear and <br />south side setback requirements. The site is proposed to be develbped with zero lot line <br />setback on the north side. In City Staffs opinion, this is reasonable because it provides for <br />a uniform distance between buildings that is consistent with the storage facilities developed <br />on Lots 1 and 2. The variance to the side yard setback will be officially addressed along <br />with the variance to the impervious surface area at the March 17 Board of Adjustment. <br /> <br />Off Street pltrking Splices: City Code does not address the amount of required parking <br />fortself storage facilities. However, the site plan proposes ample driveway and parking <br />areas for each unit of storage space. <br /> <br /> <br />
