Mr. Sehroeder stated that the hourly rate the City pays for snow plowing is $11.50 and it
has not been raised since he (Schroeder) has been here. He inquired if anyone has
complained about the wage.

Mr. Mevissen replied there has been some complaints and added that he would like to see
the wage raised by 50¢.

Mr. Sehroeder stated that when Mr. Mevissen suggested this raise before, he (Schroeder)
was concerned because it was more than the full-time employees were making.

Mr. Mevissen felt that what the City pays the emergency help is really cheap. This $11.50
an hour has not been increased in eight to ten years. He felt that $11.50 is fine for the
workers who drive the one-tons.

Ms. McAloney inquired what Mr. Mevissen thought the full-time employees would think.

Mr. Mevissen felt they would not complain about it. The full-time employees receive
benefits also.

Ms. Hart stated we would have to figure out exactly what the full-time help is receiving
with benefits, etc.

Mr. Scttroeder asked "if we rent more trucks, loaders, graders, etc. and hire emergency
workers at $12.00 per hour, would that be good?"

Mr. Mevissen stated he did not think you could rent equipment for a snow emergency. He
thought is was by the month or the season instead.

Mr. Schroeder inquired what if it were feasible and the amount was significantly less than
$8,000 a month. If we have more vehicles, we could cut the snow plowing time in half.

Mr. Mevissen stated sometimes it's tough to get enough part-time people to run equipment.
He added that he has a pretty good crew and that they are "sitting pretty good" the way they
are now.

Mr. Schroeder mentioned GCI and renting equipment.

Mr. Mevissen stated it doesn't hurt to talk to them.

Mr. Schroeder stated they have one umck set up for snow.

Mr. Mevissen stated he has had many with graders stop in but they want to rent out for the
season. With regard to contracts - he felt he didn't need it. He stated he would much
rather do it as in the past.

Mr. Schroeder asked him "what if you don't get the track".

Mr. Mevissen stated he can't imagine not ever getting the track.

Building - Glyn Huff stated he requested the same budget for stationary. He felt it was
difficult to predict but the same should be sufficient. He estimated 250 permits for next
year because of economics. The fact that there are not as many lot options, he didn't think
the amount of 300 would be hit.

Staff Budget Meeting/July 19, 1994
