Motion c/re'led. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Hardin, <br />Beyer and Pctcrson. Voting No: None. <br /> <br />Case g'/: Waste Management of Minnesota, Inc. Tire Recycling Facility <br /> <br />City Administrator Schroeder stated that Waste Management of Minnesota, Inc's. <br />conditional use permit expired on December 31, 1993, and they have not applied for an <br />extension. The manager of the Landfill had indicated that he would have all the debris from <br />the tire recycling operation removed during January 1994. Mr. Schroeder stated that in <br />February,iWaste Management will be somewhat of a partner with an applicant to review <br />whether Council will allow for a six- to nine-month facility to test a methane to energy <br />process. This facility happens to be proposed for the area where the tire recycling facility <br />is; it appears the tires would have to be removed. <br /> <br />Counciln~mber Peterson inquired what kind of penalty the City could impose upon Waste <br />Management for this violation. <br /> <br />Councilmember Zimmerman stated "we are all under the understanding they would remove <br />this operation." <br /> <br />Mr. Schroeder stated he would try to get more information from the Landfill Manager and <br />report back to Council at it's next meeting. <br /> <br />Case g/i: Introduce Proposed Ordinance to Amend Sign Regulations <br /> <br />Zoning Administrator Frolik stated that City Council made major changes to the proposed <br />sign ordinance. The Planning and Zoning Commission conducted a public hearing on <br />December 7th. At the hearing, the Commission received written and verbal comments from <br />Bill Dubats, owner of Anoka Self Storage and the former Small World Day Care structure) <br />and Richard Mlodzik of Skoglund Communications, Inc. Most of the comments received <br />from these two gentlemen, with the exception of some provisions for off-site advertising <br />signs, were incorporated into the new ordinance. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to introduce <br />the ordinance amending sign regulations. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson, Beyer <br />and Zimmerman. Voting No: None. <br /> <br />Case #9: <br /> <br />Introduce Ordinance Amending Chapter 7 of the Ramsey City <br />Charter Known as Taxation and Finances <br /> <br />Finance Officer Hart stated that the Charter Commission has been reviewing Chapter 7 of <br />the Ramsey City Charter known as Taxation and Finances. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to introduce <br />the ordinance amending Chapter 7 of the Ramsey City Charter known as Taxation and <br />Finances and to schedule a public hearing for February 22, 1994. <br /> <br />Motion carried.
