Kent Campbell, Director of Organizational Development for Community Emergency <br />Assistance Program, Inc. (CEAP) was present and asked for an allocation of $2,000. He <br />described CEAP's services and the number of families they have helped in the 55303 zip <br />code area. <br /> <br />Adjournment <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Hardin to close the <br />public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Hardin, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />The public hearing adjourned at 7:13 p.m. <br /> <br />Council Business <br /> <br />Mayor Gilbertson called the regular portion of the City Council meeting back to order at <br />7:13 p.m. <br /> <br />Zoning Administrator Frolik stated that Council is not scheduled to make any decisions on <br />the allocation of CDBG funds at this time; it will be on the next Council agenda. <br /> <br />Councilmember Beyer stated she would like to see most of the money go to organizations <br />such as CEAP, ARC, Alexandra House, Rise, Meals on Wheels and ACCAP, as she feels <br />they are a real service to the community. <br /> <br />Case ;fl: Presentation by Tom Stoltz, Anoka County <br /> <br />Tom Stoltz, Public Information Officer for Anoka County, was present to explain a solid <br />waste management charge which will appear on the 1994 tax bill. He complimented the <br />City of Ra,. msey on it's recycling efforts and it's management of waste in the County. <br />Forty-two percent of the waste generated within the boundaries of Anoka County are <br />recycled; many other counties are recycling only 35 percent. The County Board has <br />lowered the tipping fee at the Elk River Landfill from $77 to $49 per ton to keep trash <br />haulers from hauling out of state. Because lowering the tipping fee caused a shortfall of $4 <br />million dollars, the County will be charging each household $36.09, each mobile home <br />$28.00 and each apartment unit $23.00; businesses will be charged according to their <br />market value excluding the property, up to $2,000. He suggested this was not an easy <br />decision for the County Board to make. He commented that if our waste was shipped out <br />of state, there is a potential for a lawsuit because of a liability for what's being dumped and <br />that the landfills may not be lined properly, etc. <br /> <br />Mayor Gilbertson expressed anger at the residents having to "pick up" the shortfall. <br /> <br />Mr. Stoltz stated that the haulers would in mm be able to reduce their trash pick-up prices <br />for the residents so it would even out somewhat. <br /> <br />Councilmember Peterson inquired how much of the assessment would be going to generate <br />power at the plant in Elk River to which Mr. StoRz stated that $68 of the $77 previously <br />charged went for processing at the plat. <br /> <br />Councilmember Peterson commented that, in essence, we are subsidizing Northern States <br />Power. <br /> <br />City Council/January 25, 1994 <br /> Page 5 of 9 <br /> <br /> <br />
