Mr. Stoltz stated that if this revenue is lost to the plant, the County residents would have to <br />be levied for the $40 million facility. He added this is a very complex/difficult issue; very <br />serious. He felt that the County Board made a good decision but added that the billing <br />system will be reviewed very carefully. <br /> <br />Councilmember Hardin inquired if all the counties are doing the same as Anoka. <br /> <br />Mr. Stoltz replied that Ramsey and Washington Counties have done this same thing. <br /> <br />Councilmember Hardin asked if the County had thought about restructuring the debt to <br />which Anoka County Commissioner Dennis Berg stated that they did refinance about nine <br />months ago. <br /> <br />Case #3: Request for Final Plat Approval of Northfork Highlands <br /> Addition; Case of North Fork, Inc. <br /> <br />Zoning Administrator Frolik stated that North Fork, Inc. is requesting final plat approval of <br />Northfork Highlands Addition. Park dedication will be a cash contribution of $500.00 per <br />lot in accordance with the agreement dated May 9, 1989. The deviation from street names <br />established in the grid pattern and a two-foot reduction in the pavement width was <br />approvedat the time of preliminary plat approval. Tumberry Turn N.W. also exceeds the <br />600-foot maximum cul-de-sac length by 470 feet, also approved in the preliminary plat. <br />The developer will be required to submit a Tree Preservation and Planting Plan prior to any <br />grading commencing on the property. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to adopt <br />ResolutiOn g93-01-012 granting final plat approval to Northfork Highlands Addition <br />contingent upon the developer entering into a development agreement with the City and <br />compliance with City Staff Review Letter dated January 20, 1994. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, Beyer <br />and Zimmerman. Voting No: None. <br /> <br />Case #4~ <br /> <br />Request for Preliminary Plat Approval of Chestnut Ridge; Case <br />of John Peterson, Good Value Homes <br /> <br />Zoning Administrator Frolik stated that on January 4, 1994, the Planning and Zoning <br />Commission recommended approval of the preliminary plat for Chestnut Ridge with <br />Krypton Street N.W. designed as a through street and contingent upon a favorable review <br />by the LRRWMO and the developer submitting the required Tree Preservation and <br />Landscape Plan. The developer is proposing to install the streets, sewer and water as a <br />private development project with no financial participation on the part of the City. Park <br />dedication is anticipated to consist of a cash payment. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to grant <br />preliminary plat approval to Chestnut Ridge contingent upon providing a tree preservation <br />plan and complying with LRRWMO permit requirements. <br /> <br />Motion carded.
