Mayor Gilhertson called the regular Council meeting back to order at 9:11 p.m. <br /> <br />Case #19: Report from Finance Committee <br /> <br />Finance ~cer Hart stated that the Finance Committee received an update on the Lawful <br />GamblingFund Improvement Program; however, there is no Council action needed. The <br />Finance Committee received a report on the Environmental Expo and recommended <br />Council approve proceeding with the plans as well as adopt a resolution proclaiming Arbor <br />Day and Arbor Month. <br /> <br />Consensus of the Council was that Staff should proceed as directed with the plans for the <br />Environmental Expo. <br /> <br />Motion bY Councilmember Peterson and seconded by Councilmember Zimmerman to adopt <br />Resolution g94-03-059 proclaiming April 30, 1994 as "Arbor Day" and the month of May <br />1994 as "Arbor Month". <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Zimmerman, <br />Beyer and Hardin. Voting No: None. <br /> <br />Ms. Hart stated that the Finance Committee received a report on the Lawful Gambling Fund <br />status; however, there is no Council action needed. She explained that the CLIMB Theatre <br />has requested a premise permit to operate a lawful gambling operation (pull-tabs and <br />raffles) at Lally's on 10 and that the Finance Committee is recommending Council approve <br />this request. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to adopt <br />Resolution g94-03-060 approving the request for a premise permit at Lally's on 10 for <br />CLIMB Theatre and also to waive the 30-day waiting period. <br /> <br />Motion carried. Voting Yes: Councilmembers Hardin, Zimmerman, Beyer and Peterson. <br />Voting NO: None. Abstain: Mayor Gilbertson. <br /> <br />Ms. Hart explained that some work needs to be done on the Police 11990 Computer system <br />and that the Finance Committee is recommending contracting with MASYS to diagnose the <br />problems. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />approve contracting with MASYS, on a time and materials basis, to diagnose the <br />continuous "lock-up" problems being experienced on the TI990 mainframe computer <br />system. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Zimmerman, <br />Beyer ancf Peterson. Voting No: None. <br /> <br />Ms. Hart stated that the Finance Committee discussed the City's Curbside Recycling <br />Contract and recommended that Council approve a two-year agreement with ACE. <br /> <br />Motion bE Councilmember Peterson and seconded by Councilmember Zimmerman to direct <br />Staff to enter into a contract with ACE for curbside recycling for one year and have the <br />pick-up bO every other Monday. After one year, the contract for curbside recycling should <br />be opened up for bids and that Staff develop an option to provide funding for the <br />continuation of the recycling service. <br /> <br />Motion carded.
