Abstain: Mayor Gilbertson. <br /> <br />Councilmember Peterson turned the meeting back over to Mayor Gilbertson. <br /> <br />Case 03: Status Report: Case of Dalles R.V. Site Improvements and <br /> Financial Guarantee Requirements <br /> <br />Zoning Administrator Frolik stated that on February 22, 1994, Dalles Notermann of Dalles <br />R.V. approached the City Council requesting an extension to install site improvements and <br />a waiver to providing the City with a financial guarantee ensuring the installation of the <br />required site improvements. Council was agreeable to granting an extension to install the <br />improvements but declined to waive the financial guarantee requirement. Council then <br />directed Staff to review the possibility of scaling back Mr. Notermann's site plan so as to <br />reduce the amount of required site improvements and related financial guarantee. Ms. <br />Frolik met with Mr. Notermann and he indicated that he did not want to scale back the <br />proposed size of his sales operation and that he would provide a financial guarantee in <br />accordance with City Code. Staff is recommending that the financial guarantee be reduced <br />from $47,868 to $31,618, due to the dollar value of the improvements installed to date. <br />Staff is recommending that Mr. Notermann be granted an extension to October 1996. <br /> <br />Motion by Councilmember Zimmerman and seconded by Mayor Gilbertson to grant Mr. <br />Notermann an extension to October 30, 1996 to install the required site improvements at <br />Dallas R.V. contingent upon providing the financial guarantee in accordance with City <br />Code. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer, <br />Hardin and Peterson. Voting No: None. <br /> <br />Case #4: <br /> <br />Request for Preliminary Plat Approval of Sunfish Square; Case <br />of Jack Menkveld, North Suburban Development <br /> <br />Zoning Administrator Frolik stated that Mr. Jack Menkveld of North Suburban <br />Development is requesting preliminary plat approval of Sunfish Square. The plat consists <br />of approximately 40 acres on the northeast comer of the intersection of County Road #116 <br />(Industry Avenue N.W.) and County Road #57 (Sunfish Lake Boulevard N.W.). The <br />current proposal is to develop the property with 69 single family residential lots, reserve <br />8.7 acres for future development with multi-family units and 1.2 acres for commercial <br />business. She added that the developer will acquire and remove the existing asphalt <br />company from the property. In consideration of this added expense to the developer, City <br />Staff has negotiated to credit the developer's cost to extend sewer and water to the plat by <br />$52,000. Ms. Frolik stated that the development of the plat will require rezoning but that <br />she is holding back on the rezoning to allow for a less cumbersome rezoning ordinance. <br /> <br />City Engineer Jankowski stated that he toured the site and the most significant drainage and <br />grading concern has been taken care of. The other issues that remain relate to berming. He <br />stated the berm has to be placed outside the County right-of-way to allow room for the 8' <br />trail.
