There were no residents
present at the April 11 meeting; however, Mr. Donnelly from the Anoka County Assessors
Office had been previously contacted by two homeowners with a request to review their
property and valuation.

Mr. Mark Donnelly and Mr. Ed Thurston from the Anoka County Assessor's Office were
present.

Mr. Donnelly stated that Debra Thatcher, 17555 Unicorn Street N.W., Ramsey, cancelled
her appointment to have her property reviewed and agreed to her valuation of $81,300.

Mr. Donnelly reported that he met with Everette Omitt, 6411 - 154th Lane N.W., Ramsey,
and determined his property valuation of $68,300 was correct. Mr. Omitt agreed to the
valuation.

Motion by Councilmember Zimmerman and seconded by Councilmember Hardin to
adjourn the Board of Review meeting.

Motion carded. The subject property is located in the Industrial District and Mr. Ritter is
proposing to expand the facility by the addition of batting cages. The former owners
defaulted on the requirement to pave off-street parking spaces and KRS Investments is
willing to fulfill that commitment. The Planning Commission and City Staff recommend
approval of the request for a conditional use permit. It is recommended that the pavement
be installed by October 30, 1995, and that the number of parking spaces be 30.

Motion by Councilmember Zimmerman and seconded by Councilmember Hardin to adopt
Resolution g94-04-074 adopting Findings of Fact #0359 relating to KRS Investments'
request to expand an outdoor recreational facility in the Industrial District.

City Council/April 26, 1994
Page $ of 11
