Case #3: Request for Final Plat Approval of Haven Estates, A Minor <br /> Subdivision; Case of Keith Borgeson <br /> <br />Zoning Administrator Frolik stated that Mr. Keith Borgeson is requesting final plat <br />approval of Haven Estates and Lots 3 and 4, Block 5, Klemish Addition for the purpose of <br />enhancing the buildability of Lots 3 and 4 in Klemish Addition. The plat will require <br />dedication of a link in the park trail adjacent and parallel to St. Francis Boulevard N.W. <br />The developer is also being required to dedicate easements to the City across the driveway <br />onto St. Francis Boulevard N.W. for park trail purposes and across Lot 2 so that users of <br />the trail can circumvent the wetland and proceed north or south. <br /> <br />Mr. Keith Borgeson was present and stated he appreciated working with Ms. Frolik and <br />Mr. Jankowski. He felt they were both very competent and patient with him, as this was <br />his first development. He questioned if since he reduced the size of one lot from 2.5 acres <br />to 2.1 acres for park dedication, would this lot still be entitled to a metal pole building. <br /> <br />Councilmember Beyer stated she would feel more comfortable if the Planning Commission <br />addressed Mr. Borgeson's question. <br /> <br />Ms. Frolik stated that this issue should be addressed in the development agreement but <br />added that current zoning prohibits a metal pole building. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt <br />Resolution #94-07-137 granting final plat approval to Haven Estates contingent upon the <br />Developer entering into a development agreement with the City. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />Case #4: <br /> <br />Request for Final Plat Approval of River Bluffs 2nd Addition; <br />Case of Juniper Ridge Partnership <br /> <br />Zoning Administrator Frolik stated that Mr. Jack Miller of Juniper Ridge Partnership is <br />requesting final plat approval of the second and final phase of the River Bluffs P.U.D. The <br />plat consists of 12 single family rural lots. <br /> <br />Councilmember Zimmerman inquired about a well on the property to which Mr. Miller <br />replied that the well has been sealed. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution #94-07-138 granting final plat approval to River Bluffs 2nd Addition contingent <br />upon the Developer entering into a development agreement with the City. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer, <br />Hardin and Peterson. Voting No: None. <br /> <br />Case #5: Receive Bids and Award Contract for the 1994 Street <br /> Maintenance Program <br /> <br />City Engineer Jankowski stated that the 1994 Street Maintenance Program includes 13 <br />separate projects. Eleven projects will consist of a crack sealing operation followed by <br />sealcoating. Two projects involve 1-1/2 inch bituminous overlays. He stated that bids <br />were sought and received and he is recommending awarding the contract to the lowest <br />responsible bidder. <br /> <br />City Council/July 12, 1994 <br /> Page 6 of 9 <br /> <br /> <br />
