Organization. He stated them are so many legal problems going through the County Ditch <br />procedure. He added that he received this information after Council took action last time. <br /> <br />Mr. JankowSki stated that the LRRWMO does have the authorization to order projects but <br />they would pass the cost on to 'the City. He stated this could be done as a City <br />improvement project. <br /> <br />Mr. Goodrich stated that the City could implement the 429 process. <br /> <br />Mr. Jankowski stated that the cleaning of the County Ditch also expands the project as four <br />miles would be added to the project. <br /> <br />Mr. Schroeder stated that some sort of public improvement project, to include the affected <br />parties, could be initiated after the cost estimates and the scope of the job are received. <br /> <br />Councilmember Zimmerman stated the City wouldn't be asking for regrading of the ditch, <br />only that it be cleaned out to its original elevation. He reiterated that the County Engineer <br />has suggested going through the LRRWMO and he feels that his advice should be taken. <br /> <br />Mr. Hendriksen stated that with regard to assessment, 153rd Avenue N.W. drains into this <br />area as does Ramsey Boulevard N.W. He suggested the entire City benefits from this as <br />this would cause the road to be free of water. <br /> <br />Councilmember Beyer stated that the entire City contributes to the problem as all the water <br />drains in that area. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to direct that a <br />meeting be scheduled within the next two weeks with Mr. Hendriksen, Mr. Jankowski and <br />Councilmember Peterson to discuss the scope of this project and to bring back an update on <br />the Consent Agenda of the Council meeting of September 12, 1994. Staff is directed to <br />proceed with getting quotes/bids, etc. If it appears there will be a larger cost, the issue <br />must be discussed by the Finance Committee/City Council. <br /> <br />Further discussion: Mr. Hendriksen inquired if the three of them could work out <br />somethlng, does any action have to wait until the next meeting. Councilmember Hardin <br />stated that if mom dollars are allocated,, than it has to. Councilmember Peterson stated that <br />Staff can immediately proceed with getting bids and quotes. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson~ Councilmembers Peterson, Beyer, Hardin <br />and Zimmerman. Voting No: None.. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Development Agreement Waste Management and City of Ramsey <br /> <br />City Administrator Schroeder presented a draft development agreement between Waste <br />Management and the City of Ramsey. He inquired if this is what Council is interested in as <br />a resolution of the Ski Hill Agreement. <br /> <br />City Attorney Goodrich stated that he sent a copy of this draft agreement to Mr. Don Otter <br />of Waste Management. He added that the City has the necessary deeds for all of 153rd. <br />The City also acquired options on many of the parcels Waste Management owns so we do <br />not need to acquire these. <br /> <br />City Council/August. 22, 1994 <br /> Page 15 of 17 <br /> <br /> <br />
