Case $2: Review Architectural Standards for City Wide Garage Door <br /> Company; Case of Ivan Clauson <br /> <br />Zoning Administrator Frolik stated that City Wide Garage Door Company on Highway #10 <br />N.W. burned down this summer. The building was considered lawful non-conforming as <br />a majority of it had an exterior wall finish that was metal panels. When the building was <br />more than 50 percent destroyed by the fire, it lost its non-conforming rights and must be <br />reconstructed in accordance with City Code. In 1993, when City Council adopted the new <br />B-3 Highway Business regulations, the ordinance, as proposed by the Planning <br />Commission, did not address architectural standards. City Council specifically requested <br />that the draft ordinance be amended to include language that would upgrade architectural <br />standards in the commercial districts to 100 percent other than metal. Mr. Clauson has <br />submitted a building permit application for reconstruction. He is proposing the office part <br />of the structure be constructed of a combination of brick and cedar siding which is in <br />accordance with City Code. However, he is proposing to reconstruct the warehouse with a <br />combination of rock face concrete block and metal panels, which is not in compliance with <br />City Code. Ms. Frolik stated that Mr. Clauson is asking for approval of the reconstruction <br />as proposed. She added that the metal panels proposed are ribbed panels, not the typical <br />corrugated panels. <br /> <br />Ivan Clauson stated that the facility will be basically a warehouse, the same as it was, only <br />improved. <br /> <br />Councilmember Hardin stated that Council adopted the ordinance that buildings be <br />constructed with brick or stone to improve the aesthetics in the area. This benefits the City <br />and also the property owner because it raises the property value. He suggested it would be <br />better to maintain the brick or block building. <br /> <br />Mr. Clauson stated he has replacement insurance and if he is not allowed to construct the <br />facility as he proposes, it will cost him about 35 percent more than his insurance will cover. <br /> <br />Ms. Frolik stated that the pre-fabricated panels of imitation stone would meet City Code. <br /> <br />Mr. Clauson felt that financially he would not be able to build his warehouse in compliance <br />with City Code. <br /> <br />Mayor Gilbertson offered to meet with Mr. Clauson to discuss some alternatives which <br />would allow Mr. Clauson to remain in business. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to table any <br />action on this case until Mayor Gilbertson and Mr. Clauson have met to discuss options. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />Case #3: Community Development Internship Report May October <br /> 1994 <br /> <br />Heidi Welsch was present to report that her internship at the City of Ramsey is winding <br />down. She summarized some of the projects she worked on and thanked the City for <br />allowing her the opportunity to intern here.
