Case #4: Introduce Draft Comprehensive Forestry Plan and Proposed <br /> Tree Conservation Policy <br /> <br />Parks/Utilities Supervisor Mark Boos stated that the Park and Recreation Commission, as <br />well as the City Council, have been part of the public review process for Ramsey's forestry <br />issues. This has included reforestation efforts on public land, new residential construction <br />sites and special programs like the Environmental Expo and the tree sale. He presented a <br />draft of a Community Forestry Comprehensive Plan which outlines some strategies for tree <br />protection and management. He also presented a Tree Conservation Policy which requires <br />all developers to submit a tree conservation plan for their proposed plat. Mr. Boos reported <br />that a 1992 Forest Cover-Type Survey showed a net tree cover loss of eight percent in the <br />preceding 12 years. Development activity, namely subdivision starts, are a major cause of <br />this decline. Therefore, preservation of existing trees is the primary focus of the Tree <br />Conservation Policy. He stated that Staff is requesting approval or seeking direction on the <br />Tree Conservation Policy, which requires all developers to submit a tree conservation plan <br />for their proposed plat. <br /> <br />Mayor Gilbertson felt that the City should not dictate what the developer should do with the <br />trees on the property he owns. <br /> <br />Councilmember Zimmem~an stated he is in favor of preserving trees but there is a threshold <br />where cost does not meet benefits. <br /> <br />City Administrator Schroeder suggested that, given the concerns expressed, it may be <br />beneficial to schedule a meeting to solicit input from current developers in the City of <br />Ramsey. <br /> <br />Councilmember Zimmerman expressed an interest in attending such a meeting. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to table <br />any action on this issue until a meeting has been held to solicit input from current developer <br />in the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer, <br />Hardin and Peterson. Voting No: None. <br /> <br />Case #5: Award Engineering Services for Extension of Sewer and Water <br /> Utilities to Anoka Electric Cooperative Development Site <br /> <br />City Engineer Jankowski reported that it will be necessary for the City to extend sanitary <br />sewer and water service to the site being developed by Anoka Electric Cooperative for the <br />construction of their maintenance facility. As directed, Staff solicited engineering <br />proposals for this work. Proposals were received from Hakanson Anderson Associates <br />Inc. and RLK Associates, Inc. Both proposals are within generally accepted guidelines <br />associated with fee structures for projects of this type. The proposal from Hakanson <br />Anderson is substantially lower in the not-to-exceed price for basic services. <br /> <br />Councilmember Hardin noted the $43,000 figure for technical services and inquired if a cap <br />could be put on that amount. <br /> <br />Mr. Jankowski stated that he did not request a cap amount but that language could be added <br />to provide protection to overages in that area. <br /> <br />City Council/September 27, 1994 <br /> Page 7 of 11 <br /> <br /> <br />
