Case g/A: Status Report on Drainage Improvements in Section #22 <br /> <br />City Engineer Jankowski stated that the first phase of this project is underway which <br />consists of identification of the drainage routes and acquisition of easement rights. Work <br />has been performed by Hakanson Anderson Associates, Inc. in locating property comers to <br />which the proposed drainage plat will be flagged. Mr. Jankowski reported that a response <br />from Anoka County has been received regarding the City's request to advise us on the <br />procedure for cleaning County Ditch #3. He noted that there are a number of obstacles <br />with utilizing the procedure established for undertaking the cleaning as a County project. It <br />appears the drainage laws in place to facilitate cleaning projects were devised more for <br />agriculture area and do not work well in an urban area such as the City of Ramsey. Mr. <br />Jankowski reported that the Coon Creek Watershed did a project like this and now they are <br />banned from doing any more like it. If the City did decide to do it, a petition would have to <br />be signed by the people in the area. He added that it will be necessary in some cases to <br />acquire an acre on each side of the ditch. We also need to comply with wetland permits. <br />Mr. Jankowski stated he had reviewed the portion of Ditch #3 east of the County Road #5 <br />and there is water flowing through the culvert. He stated to the west there is no movement <br />of water and suggested that maybe there is an obstruction. <br /> <br />Mayor Gilbertson inquired if the City initiates the project or if it is up to the property <br />owners. <br /> <br />Mr. Jankowski stated that the City could initiate the project but it would have to be signed <br />by 26 percent of the affected property owners. <br /> <br />Councilmember Zimmerman recollected that it was suggested to go through the Lower <br />Rum River Water Management Organization. <br /> <br />Mr. Jankowski replied that this could be done but that the cost would be thrown back to the <br />City. He added that the project can be done through the Chapter 429 process without going <br />through the LRRWMO. A public hearing would be held and a feasibility study would be <br />prepared. <br /> <br />Mayor Gilbertson stated that it has to be determined how it would be paid for. <br /> <br />City Attorney Goodrich stated that the feasibility study would allocate the cost. <br /> <br />Councilmember Hardin stated he would like to see some dollar amounts before taking any <br />action. <br /> <br />Consensus of the Council was that City Engineer Jankowski should work out some cost <br />estimates and present them back to the Council. <br /> <br />Terry Hendriksen, 15631 Ramsey Boulevard N.W., Ramsey, reminded Council and Staff <br />that he is concerned about getting this done this year and to re-do the culverts under 156th <br />Avenue N.W. requires asphalt and the asphalt plants shut down in November. He stated <br />the culvert is owned by the City and it could be taken care of before the ditch. <br /> <br />Mayor Gilbertson stated that Mr. Jankowski would bring numbers back to the next meeting <br />so only two weeks' time would lapse. <br /> <br />Mr. Hendriksen agreed that two weeks would be okay. <br /> <br />City Council/September 27, 1994 <br /> Page 9 of 11 <br /> <br /> <br />
