Mr. Hendriksen argued that this is a stated plan of the City. The City states we support
this.

Mayor Oilbertson stated that the bridge crossing will not happen until about the year 2025.

Mr. Hendriksen stated that there is a line on the map.

Mayor Oilbertson stated we put a preliminary program together. The City of Dayton has
not given us anything back. There is nothing to carve in stone.

Mr. Hendriksen inquired of Mayor Gflbertson why he stated one thing to the citizens.

Mayor Oilbertson stated "Do I support the bridge"? Yes. Twenty-five years from now - I
do not know - but a bridge across to Elk River - I would support it. He stated he does not
feel that traffic should be piled up on the temporary bridge in Anoka.

Mr. Hendriksen stated that he does not disagree with a lot of the things Mayor Gilbertson
said but he resented the document being sent to the Metropolitan Council without a public
heating. He added that the Mayor and the City Administrator are telling citizens there is no
such plan.

Mayor C. filbertson stated "you know what it's like dealing with the DNR - we need a lot of
people involved".

Mr. Hendriksen stated he is trying to say a final plan has been submitted to the Met Council
as to what the City prefers and we have never had a public hearing on this. The citizens
need to know the plan and they need to be told the troth.

Mayor Gilbertson asked why would anyone lie to the citizens and stated that he doesn't
think any citizens have been lied to.

Mr. Hendriksen stated he had a court reporter do minutes of the meeting, and Mr.
Schroeder stated that Council submitted the plan and that all references to the
Ramsey/Dayton bridge concept would be removed. He asked why the City Council chose
to send the Metropolitan Council the plan that has never had a public hearing. He inquired
why a public hearing couldn't be held on the transportation plan.

Mayor Oilbertson stated he didn't know, and added that it will not happen for another 25
years.

Mr. Hendriksen stated "but you put lines on the map and it affects peoples lives". He
added "I believe you said the line on the map doesn't matter".

Mayor Oilbertson stated that everything he had said he would do from the time he ran for
office, he has done. He told Mr. Hendriksen to "put his money where his mouth is".

Mr. Hendriksen noted something his attorney said about troth and then stated that he wants
the vast discrepancy explained to him.

Mayor Gilbertson told him to have his attorney explain it to him.

Councilmember Zimmerman stated that the Transportation Plan sent to the Met Council was
not subject to a public hearing, and that is the underlying problem he sees here.
