I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Case #6: <br /> <br />Proposed Ordinance Amending Ramsey City Code <br />9.11.02, Subdivision 2, Accessory Uses <br /> <br />Chapter 9, Section <br /> <br />Project Manager Gromberg stated that the proposed ordinance would prohibit exterior storage of <br />unlicensed v6hieles and reslxict persons to having one vehicle for sale on their property at any <br />given time. I~e stated that after public hearing input, the Planning and Zoning Commission may <br />want to retaitl that language that allows for the exterior storage of one unlicensed vehicle. Mr. <br />Gromberg ad'led that the Planning and Zoning Commission may also want to recommend making <br />provisions to Omit exterior storage of any unlicensed vehicles in the urban area. <br /> <br />Commissioner Hendriksen stated that the tendency for the State of Minnesota is to define <br />everything asia motor vehicle, including lawn mowers, and perhaps there should be some thought <br />to that broad~ definition as it relates to this ordinance. <br /> <br />Mr. Gromberg suggested that maybe if a vehicle doesn't require a license then it would not be <br />enforceable t~nder this ordinance. He speculated race cars wouldn't fall under this proposed <br />ordinance, bu! demolition cars would. He added that unlicensed motor homes would be in non- <br />compliance, i <br /> <br /> ', <br />Motion by COmmissioner Deemer and seconded by Commissioner Hendriksen to direct St~f to <br />modify the prgposed ordinance to allow one unlicensed vehicle on a lot, changing the wording of <br />the ordinance Ito read "...two or more vehicles..." <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Hendriksen, <br />Holland, andLaDue. Voting No: None. Absent: Commissioners Terry and Thorud. <br /> <br />Upon inquiry,IMf. Gromberg stated the proposed ordinance is intended for residential districts. <br /> <br />Motion by Coinmissioner Deemer and seconded by Commissioner Holland to recommend that City <br />Council adopt!the proposed ordinance as amended. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, Hendriksen <br />and LaDue. Voting No: None. Absent: Commissioners Terry and Thorud. <br /> <br />Case #1: <br /> <br />Zoning Admi~ <br />district boun~ <br />commercial <br />between the <br /> <br />Request to Amend the Zoning District Boundaries in the Plat of <br />Rivenwick; case of Faye Construction <br /> <br />fistrator Frolik stated that the applicant is requesting a rezoning in order that the <br />~ries coincide with the plat. However, the applicant has requested that all of the <br />ea be zoned B-3. She that City Staff is recommending a B-1 buffer be placed in <br />· 3 and R-1 zoning. <br /> <br />The Planning and Zoning Commission reviewed the proposed Findings of Fact. <br /> <br />The consensus of the Planning and Zoning Commission was that Findings #1 through #13 would <br />remain as pregented. <br /> <br />Motion by commissioner Deemer and seconded by Commissioner Hendriksen to amend Finding <br />#14 to read "'r~hat the proposed elimination of the B-1 Business District from the area of the plat <br /> · · <br />may ~mpmr the use..." <br /> <br />Motion carri6d. Voting Yes: Chairperson Bawden, Commissioners Deemer, Hendriksen, <br />Holland, and IJaDue. Voting No: None.
