I <br />I$ <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I$ <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> i$ <br /> <br />Commissione~ D~mer inquired why Lot 4 was not included in this request for a CUP. <br /> <br />Zoning A&niflistmtor Frolik stated that the conditional use will be taking place on Lots 2 and 3 but <br />not Lot 4. r <br /> <br />Commissioner Deemer stated he would like to see Lot 4 included so the City could control its use. <br /> <br />It was the consensus of the Commission that Lot 4 should be included in the request for a CUP, <br />and Mr. Kars~ stated he had no objection. <br /> <br />The Planning ~md Zoning Commission proceeded to review the findings of fact· <br /> <br />It was the cOmensus of the Commission that #1 through #5 would remain as presented. <br /> <br />Mr. Karst commented on #6 wherein it states that "said activity will cease on Lot 1," and he <br />advised that hg did not want to change the CUP for Danny's Aluminum Processing, Inc. <br /> <br />Motion by ~son Bawden and seconded by Commissioner Deemer to amend #6 to omit the <br />wording "saidtacfivity will cease on Lot 1." <br /> <br />Motion carrie.~t. Voting Yes: Chairperson Bawden, Commissioners Deemer, Hendriksen, Holland <br />and LaDue. Voting No: None. Absent: Commissioners Terry and Thorud. <br /> <br />It was the con~sensus of the Commission that ~r/through #11 would remain as presented. <br /> <br />Motion by ~O----qmmissioner LaDue and seconded by Commissioner Holland to amend #12 to omit <br />reference to "relocation to." <br />Motion earrie~ Voting Yes: Chairperson Bawden, Commissioners LaDue, Holland, Deemer and <br />Hendriksen. Voting No: None. Absent: Commissioners Terry and Thomd. <br /> <br />Motion by ~missioner Deemer and seconded by Commissioner LaDue to amend #13 to read <br />"That the proposed use will not substantially adversely impair the use, enjoyment or market value <br />of any surrounding property." <br /> <br />Further Discussion: Commissioner Deemer stated that Mr. Karst doesn't always do as he <br />proposes, and ~flaat the motion refers to the proposal presented, not past practice. <br /> <br />Motion carrie0. Voting Yes: Chairperson Bawden, Commissioners Deemer, LaDue, Hendriksen <br />and Holland. ~/ofing No: None. Absent: Commissioners Terry and Thorud. <br />Motion by ~O_.o~nmissioner Holland and seconded by Commissioner Deemer to amend #14 to read <br />"That the proLlosed use will not create excessive additional requirements at public cost for public <br />facilities and ~rviees." <br /> <br />Further DiscuSsion: Commissioner Deemer stated that the word "excessive" allows this motion. <br /> <br />Motion carril~d. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer, <br />Hendriksen, md LaDue. Voting No: None. Absent: Commissioners Terry and Thorud. <br /> <br />Motion by Copamissioner Deemer and seconded by Commissioner Holland to amend #15 to read <br />"That the prol~osed use will not involve uses, activities, processes, materials and equipment and <br />conditions of ~pcration that will be detrimental to persons, property or the general welfare by <br />reason of exedgssive production of glare, noise, traffic, smoke, fumes or odor." <br /> <br /> Planning & Zoning Commission/June 1, 1993 <br /> Page 5 of 11 <br /> <br /> <br />
