Absent: Commissioners Hendriksen, LaDue and Terry. <br /> <br />Case #4: Request for Preliminary Plat Approval of Sunfish Square; Case of <br /> Jack Menkveld, North Suburban Development <br /> <br />Zoning Adn~.nistrator Frolik stated that Mr. Jack Menkveld of North Suburban Development is <br />requesting 1~ fliminary plat approval of Sunfish Square. She stated that the Planning and Zoning <br />Commission ~reviewed the sketch plan in June and made recommendations for plat modifications <br />pertaining to _ga:e. et alignments to lessen the impact of urban densities on existing rural subdivision <br />to the north; .I, luntefs Hill. The Park and Recreation Commission conducted a preliminary review <br />of the proposal plat and recommended park dedication be satisfied with a cash contribution and <br />that sidewalk# should be constructed along County Roads #57 and #116. She stated that the Park <br />Commission ~ill be reviewing the preliminary plat at their meeting in October and will most likely <br />modify their ~.c~ommendafions somewhat. The solution being discussed at this time with regard to <br />the cement arid asphalt debris on the property is to bring a crusher onto the site to process the <br />debris into ro~ b~e for the planned streets in the plat. <br /> <br />Commissioner Deemer expressed opposition to the concrete being crushed on-site. <br /> <br />City Enginee~ Jankowski reviewed the street grades and the drainage plan. <br /> <br />Motion by Cognn~'ssioner Deemer and seconded by Commissioner Holland to recommend that City <br />Council grant~prelirainary plat approval contingent upon compliance with City Staff Review Letter <br />dated Septe~mber 30, 1993, consideration of Anoka County Highway Department <br />recommer~da~ons, resolution of the recommendation for sidewalks in the plat, and that the <br />Planning and iZoning Commission see the final plat with all the necessary grading documents <br />before it goes to C*ity Council. <br /> <br />Motion carried. Absent: Commissioners Hendriksen, LaDue and Terry. <br /> <br />Case #5: ,Request for Site Plan Review of Top 10 Center; Case of 7129 <br /> :Partnership <br /> <br />Zoning Admit!istrator Frolik stated that Ron Touchette of the 7129 Partnership is requesting site <br />plan review toiexpand what will now be called the Top 10 Center at 7129 Highway #10 N.W. The <br />development 6~n the site currently consists of a strip service center which houses an off-sale liquor <br />store, an auto; repair shop and an auto body shop. There also exists on the site a residential <br />structure being rented as a duplex and a small used car sales lot, the office for which is attached to <br />the residential ~structure. There is also a small detached garage behind the residential structure that <br />is proposed to rbe demolished.
