! <br />1 <br /> <br />A lengthy di~usSion ensued regarding the two accesses onto Highway gl0. Eventual consensus <br />of the CommissiOn was to leave the two accesses as is. It was suggested that one of the accesses <br />be marked ".~nt~" and the other "exit". Another suggestion was that Mr. Touchette consolidate <br />one of his ac~sS~s with the Holiday Stationstore. The Commission directed Staff to meet with the <br />State of Mimicsota to further discuss the accesses. <br /> <br />Paving and cprbing was discussed. Mr. Touchette stated he intends to pave the front 24 feet but <br />not to curb ill because in the future it will be a driveway. Ms. Frolik stated that the purpose of <br />curbing is no, onlY aesthetic, it a requirement of the City Code. It strengthens the outside perimeter <br />of the conoret~ <br /> <br />With regard t~ d~nage, Mr. Touchette offered to meet with the City Engineer and do whatever <br />Mr. Jankows~ fe~ls is necessary. <br /> <br />Motion by COmmissioner Deemer and seconded by Commissioner Thorud to recommend that City <br />Council gran! site plan approval to the expansion of the Top lO Center in accordance with the <br />recommendations of City Staff. <br /> <br />Further discussion: Mr. Touchette stated that it was not his intent to pave the security area. He <br />stated it is no[ within his financial ability to pave it and that he is planning to use crushed gravel. <br />Ms. Frolik s~exl he is claiming Grandfather fights. She informed Mr. Touchette of the Economic <br />Development ~uthority money and stated that she would rather he apply for that money as opposed <br />to the CommiSsion waiving this requirement. <br /> <br />Amendment b~y Chairperson Bawden and seconded by Commissioner Deemer to include that Staff <br />and the appli~ant'will check into the possibility of EDA money to do these improvements in the <br />security area, ~tmd if the money is not available to the applicant, then Class V will be accepted. <br /> <br />Amendment Carried. " <br /> <br />The Commission proceeded to review the findings of fact. <br /> <br />Motion by Co~amissioner Deemer and seconded by Commissioner Thorud to amend Finding #13 <br />to read: "Thai the, proposed use will not be unduly dangerous or otherwise detrimental to existing <br />or future neigllboring uses". <br /> <br />Motion carried.
