Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Hardin and
Peterson. Voting No: None. Absent: Councilmember Beyer.

Case #$: Mobil Data Terminals for Police Squads

Patrol Officer Ameson explained that Mobil Data Terminals are basically computers for the
squad cars and stated they would increase the effectiveness of the patrol officer. He
explained that at the MDT User Committee meeting, a price increase was announced. He
added that Hennepin County's contract expires on March 6, 1993. Under that contract, the
per unit cost is $3,980. After the contract expires, the cost will be $5,280. If Anoka
County :puts in the request prior to March 6, 1993, the lower price will be honored and the
delivery will probably be around July 1993. He stated the County is purchasing one MDT
and requested that the City purchase three more.

The Councilmembers agreed that these terminals should be purchased but questioned where
the funding would come from.

Finance Officer Helling stated that the funding could come from the Landfill Trust Fund;
however, if other funds become available later, Council could review and determine if the
money should come from another source. Mrs. Helling informed Council that the
connection charge for the MDT's is an operating charge and funding from the Landfill
Trust Fund cannot be used for that.

City Administrator Schroeder commented that the franchise fee would be a good funding
source for the Mobil Data Terminals as well as some of the other requests where funding
has to be. found. He feels that the franchise fee would be a better way than raising taxes.
He concluded with "we need to gain revenue, the Landfill Trust Fund is a finite fund".

Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to
recommend Council authorize purchase of three Mobil Data Terminals in the amount of
$12,717 with funding from the Landfill Trust Fund. This would not be paid back into the
fund.

Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Zimmerman and
Peterson. Voting No: None. Absent: Councilmember Beyer.

Case #6: Request Authorization for Annual Pet Clinic

Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to
recommend Council authorize City Staff to contact veterinarians and schedule the annual
Pet Clinic for May 1, 1993.

Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Zimmerman and
Peterson. Voting No: None. Absent: Councilmember Beyer.

Councilmember Peterson inquired if Staff would be volunteering their time or getting paid
for it.

Finance Committee/January 26, 1993
