Absent: CouneilmemberPeterson. <br /> <br />Case g2: Review of Rates and Charges <br /> <br />The Finance Committee proceeded to review the list of rates and charges presented by <br />Finance Officer Hart <br /> <br />Councilmember Zimmerman commented that it seemed $100 was a little "steep" for <br />charitable gambling. <br /> <br />Ms. Hart-explained that the $100 charge is for the gambling organization, not the business <br />in Ramsey. <br /> <br />Charges for auctions were discussed. <br /> <br />Ms. Hart:stated that the Charter Commission will be reviewing licensing businesses at their <br />next meeting. <br /> <br />Consensus of the Committee was to table action on the rates and charges to allow for <br />further review. <br /> <br />Case #3: TIF Revenue Note <br /> <br />City Administrator Schroeder stated that the City entered into a development agreement in <br />May 199(1 with the developers in TIF District #5 and agreed to reimburse available tax <br />increment revenue up to $500,000. The City now must agree to the revenue notes with the <br />developers. Mr. Bubul of Holmes and Graven is reviewing this issue to be sure laws have <br />not changed from 1991 until now. Mr. Schroeder stated that this item will be back for <br />discussion at the September meeting and added that the revenue notes need to be <br />implemented this year to avoid additional interest charges. <br /> <br />Case #4: Review Proposed Engagement Letters for 1993 Audit Work - <br /> City and Fire Relief Association <br /> <br />Hnance OfiScer Hart explained that State Statutes require an annual audit by an independent <br />auditor. The firm of Malloy, Karnowski, Radosevieh & Company PA have performed the <br />audit for the City and also for the Fire Fighter's Relief Association for a number of years. <br />Their proposed fees for the 1993 audit remain substantially the same as compared to the <br />prior year. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to <br />recommend City Council adopt the resolution authorizing the 1993 auditing services and <br />direct theiPinance Officer to sign and forward the engagement letter to the auditing fn'm of <br />Malloy, Karnowsld, Radosevieh & Company, PA. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Zimmerman and <br />Hardin. Voting No: None. Absent: CouncilmemberPeterson. <br /> <br />Case #5: Lower Rum River Water Management Organization Proposed <br /> Joint Powers Agreement <br /> <br />City Engineer Jankowski stated that the City is a member of the Lower Rum River Water <br />Management Organization which was created in 1985 in response to a mandate from the <br /> <br />Finance Committee/August 24, 1993 <br /> Page 2 of 4 <br /> <br /> <br />
