Councilmember Hardin has raised the question as <br />to whether or not it is appropriate to allow accessory structures in this district. Ms. Frolik <br />stated that there have also been inquiries about day care centers and in her opinion, they <br />should be an allowable use. <br /> <br />Ms. Frolik also noted that multiple structures would "open the door" to two principal uses <br />on one property. <br /> <br />Mayor Gilbertson felt that it wouldn't necessarily be a problem as long as the City could <br />enforce it. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt <br />Ordinance g93-03 to amend the B-2 Business District regulations, with the addition of day <br />care cenieTs and retaining the provision for accessory structures. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />Case /f3: Discuss Municipal Facility Smoke-Free Environment <br /> <br />City Administrator Schroeder stated that at the last City Council meeting, it was suggested <br />to revisi{ the smoking policy. <br /> <br />Councilmember Beyer stated she would like the Municipal building declared smoke free. <br />Mayor Oilbertson stated that the vehicles should be included also. <br /> <br />Councilmember Hardin stated that Staff has to be given time to adjust to a no-smoking <br />policy and suggested allowing one place to smoke until the end of the year and then make <br />all of Ci~ property smoke free. He also suggested offering the employees an opportunity <br />to enroll in a smoke-free program with the City paying a portion of the cost of such <br />program: <br /> <br />Counciltnember Beyer stated the smoke is offensive and going to the end of the year to <br />enforce this would be excessive. <br /> <br />Mr. Schtoeder suggested that the recently formed Employer Relations Committee could <br />deal with the smoking issue and bring back a recommendation at a future Council meeting. <br /> <br />Councilmcmber Hardin reiterated that the no-smoking policy ought to be phased in over a <br />period of~ time with restricted areas for smoking. <br /> <br />Councilmember Beyer suggested maybe April or May. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer that there <br />will be no smoking in the Municipal building and that Council will accept ideas from the <br />Employor Relations Committee. <br /> <br />Further ~scussion: Councilmember Zimmerman stated that Staff should check to see what <br />other cities have for a policy relating to smoking in vehicles. Councilmember Beyer stated <br />she is interested in only getting the buildings smoke-free for now. Mayor Gilbertson stated <br />he is not interested in doing "half an ordinance" and recommended putting a whole package <br />together fOr everything to be smoke-free.
