Voting Yes: Councilmembers Zimmerman and Beyer. Voting No: Mayor <br />Gilbertsbn and Councilmembers Hardin and Peterson. <br /> <br />Motion bY Councilmember Peterson and seconded by Councilmember Hardin that all City <br />property should be smoke-free as of July 1, 1993, including vehicles and real estate. <br /> <br />Amendment by Councilmember Peterson and seconded by Councilmember Hardin to direct <br />City Staff to draft up a resolution regarding the smoke-free issue with an effective date of <br />approximately July 1, 1993. The resolution will deal with issues of enforcing the new <br />policy. <br /> <br />Motion Carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, Beyer <br />and zimtnerman. Voting No: None. <br /> <br />Counciltnember Beyer disseminated information from the League of Minnesota Cities <br />regarding the smoke-free issue. <br /> <br />Case #4: Property and Liability Insurance <br /> <br />Finance Officer Helling stated she met with the City's Insurance Agent of Record and <br />received rates for property and liability insurances. There is a decrease of 2.6%. She <br />stated th;at the League of Minnesota cities is offering different deductibles which would <br />decrease the insurance premium; however, she is not recommending taking advantage of <br />that at this time. She stated that Staff is recommending that the City retain coverage with <br />the League of Minnesota Cities Insurance Trust at the current deductible option of $5,000 <br />per oceui'rence and aggregate with $1,000 per occurrence thereafter. Further, that Council <br />approve IU. nited Fire and Casualty as the provider for the public employee bond, Hartford <br />Steam Bioiler as the provider for the boiler policy and U.S.F.&G. for the inland marine <br />insurance covering the City's civil defense sirens. Mrs. Helling stated that she has <br />requested additional information on ratings and what they have been based on for the last <br />couple of years and this information will be examined quite closely. She added that she is <br />awaitingconfirmation that the large claim be off in 1994. <br /> <br />Motion by Councilmember Zimmerman and seconded by Mayor Gilbertson to direct the <br />City Adr~i_'nistrator to sign the application for 1993 property and liability insurance coverage <br />with the~League of Minnesota Cities, United Fire and Casualty for the public employee <br />bond, H~tford Steam Boiler for the City's boiler policy and U.S.F.&G. for the civil <br />defense sirens inland marine insurance coverage. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer, <br />Hardin and Peterson. Voting No: None. <br /> <br />Case #$: Report from the Personnel Committee <br /> <br />City Administrator Schroeder stated that the Finance Officer is resigning, effective July 2, <br />1993. The Personnel Committee dealt with her job description and posting of the position. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />authorize advertising to fill the position of Finance Officer. <br /> <br />Motion Carried.
