Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />PUBLIC HEARING <br /> <br />Case #1: Grading and Paving Improvement of Bison Street N.W.; <br /> Improvement Projects #92-20 and #92-23 <br /> <br />City Administrator Schroeder stated that public hearings on Improvement Project #92-20 <br />and g92-23 have been on-going. He summarized the major changes in the feasibility study <br />as follows: 1) Bison Street N.W., south of 171st Avenue N.W., is proposed to end as a <br />cul-de-sac. The right-of-way for a through street will be purchased as a part of <br />Improvement Project 092-23 but will not be installed until the present landowners terminate <br />residency; 2) 171st Avenue N.W., west of Golden Eagle Estates, would be closed to <br />through vehicular traffic but would remain open to pedestrian traffic. The combination of <br />this street closing and the cul-de-sac treatment of Bison Street N.W. will result in a half- <br />mile long dead end with 24 potential residents having single access until such time as Bison <br />Street N.W. would be completed as a through street; and 3) The northern project #92-20, <br />has been modified to anticipate a reported lot combination of two properties initially <br />identified as both being benefitted. This modification has resulted in an increase of the <br />estimated per share project cost to the northern project of $836. Mr. Schroeder stated that <br />Staff is not in favor of closing 171st.
