I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i® <br /> <br /> PUBLIC HEARING <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Rarnsey City Council conducted a public hearing on Tuesday, March 9, 1993 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota <br />regarding Improvement Projects ~92-20 and #92-23; Grading and Paving Improvements <br />of Bison Street N.W. <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Sandra Ashley Helling <br />City Attorney William Goodrich <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the public hearing to order at 7:15 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Chris Hampton, 17080 Bison Street N.W., Ramsey - inquired if the City received a <br />petition to table this improvement to which Council replied no. He stated with regard to <br />closing 171st, he had perceived a fence post or something like that. Closing 171st, or the <br />purchase of land, gives no extra value to the people on Bison. If the City wants to buy <br />land, they should do so under condemnation procedure and pay for it from the general <br />fund. He stated he wants the cul-de-sac left in place. <br /> <br />John Anderley, 16917 Bison Street N.W., Ramsey - stated he read the City's proposal and <br />is willing to enter into an agreement with the City. Whether it's assessed now or later, he <br />stated he really didn't care. If he chooses to sell his property, it is his choice. If the City <br />chooses to run the road through 20 year from now, neither property owner would be <br />assessed as it is of no value to either one. He stated he discussed this with the Hillebregts <br />and they agreed. Mr. Anderley stated he would be willing to give land to make the cul-de- <br />sac wide enough for a bus turnaround. <br /> <br />Lengthy cul-de-sacs and bus turnarounds were discussed. <br /> <br />Mr. Hillebregt stated he has a concern about 171 st being closed. <br /> <br />Councilmember Hardin stated that Staff has recommended leaving 171 st open and putting <br />up a stop sign. After Bison Street N.W. is paved, a traffic count could be done to <br />determine the impact this has on Bison and 171st. <br /> <br />Tim Dusbabek, 7821 171st Avenue N.W., Ramsey - stated that before his neighborhood <br />was developed, the people on the end of Bison Street purchased property and built the road <br />back so they had a half mile cul-de-sac. He stated there was supposed to be a cul-de-sac in <br />front of his house. At the time of paving, we're supposed to push it through. He stated <br />his neighborhood has helped the Bison Street residents out for quite some time. Now <br />they're faced with correcting this themselves.
