Voting No: None. <br /> <br />Case #4: Request for Preliminary Plat Approval of Amber Ridge; Case <br /> of Creekvlew Crossing Partnership <br /> <br />Zoning Administrator Frolik stated that Gary Gorham and Tony Emmerich of Creekview <br />Crossing Partnership are requesting preliminary plat approval of Amber Ridge. The <br />proposed plat consists of approximately 61 acres located on the east side of T.H. #47, <br />adjacent to River's Bend. The property is proposed to be developed with approximately <br />123 single family urban residential lots. The subject property is currently zoned R-1 Urban <br />Residential, R-3 Urban Residential and B-2 Business. The applicants have also submitted <br />an application to rezone the entire property to R-1 Urban Residential. There are some lots <br />that back up to wetlands that do not meet the City's policy of containing 10,800 square feet <br />of area above the wetland. The Planning and Zoning Commission has recommended <br />waiving 'that policy in this case because the wetlands are periodically dry and have upland <br />vegetation on them. Park dedication will consist of constructing pedestrian walkways <br />running north and south through the plat to connect with existing park areas in the district. <br />A majority of the walkway would be adjacent to Highway #47 and the developer will be <br />construoting a six foot landscaped berm to buffer the walkway and residential uses from <br />Highway #47. Any remaining park dedication due would be satisfied with a cash payment. <br /> <br />City Engineer Jankowski stated that a major element of discussion regarding this plat <br />concerns the question of an' additional access on to T.H. #47. Staff has solicited comments <br />from Mn/DOT and they have expressed the following concerns. They are concerned about <br />the need for an additional access onto T.H. #47 and about the proximity of new access to <br />the existing access at 149th Avenue N.W. Mr. Jankowski stated there are three <br />alternatives to be considered in deciding the access connection and he summarized them for <br />Council. <br /> <br />A lengthy discussion ensued regarding the access connections. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Gilbertson to approve the <br />pre!iminary plat of Amber Ridge, as submitted, contingent upon compliance with City Staff <br />revmw letter except that the lots adjacent to the wetlands are exempted from the policy of <br />providing 10,800 square feet of area above the wetland and granting a variance to the 600 <br />foot limit on dead-end streets. The access option approved was endorsed by the Planning <br />and Zoning Commission. It eliminates potential negative impacts described associated with <br />the future development of Sunfish Lake Drive N.W. and the Katnis property east of T.H. <br />#47. It also is projected to reduce traffic on Waco Street N.W. by approximately 170 <br />vehicles per day as some properties in River's Bend, particularly on Xkimo street, would <br />use the new access onto T.H. #47. <br /> <br />Motion carried.
