At this time, Mr. Menkveld is proposing to final plat the second phase of <br />Ramsey Meadows which consists of 14 lots. The lots are being served by two cul-de-sacs <br />versus a through street because of DNR's objections to constructing a through street in the <br />wetlands.: Park Dedication will be satisfied with a cash payment and a connector trail link <br />contingent upon cooperation with the property owner to the south. The City is asking the <br />developer to escrow dollars for construction of this path. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt <br />Resolution g93-03-044 granting final plat approval to Ramsey Meadows 2nd Addition. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />Case #6: <br /> <br />Authorize Construction of Improvement Project #92-19 and <br />#92-12 by Change Order to Bonine Excavating, Inc. (Sewer <br />and Water Extension to 149th Avenue N.W. and County Road <br />#5) <br /> <br />City Engineer Jankowski stated that last fall the City awarded a $417,296 contract to <br />Bonine Excavating, Inc. of Elk River for the construction of the sanitary sewer, watermain, <br />storm sewer and street improvements in the Sunny Ponds subdivision. After the award of <br />the Sunny Ponds project, two petitions for similar improvement projects were received <br />from residents of 149th Lane N.W. and a property owner on the west side of County Road <br />#5. Project g92-19 and g92-12 were established in response to these petitions and have <br />progressed to the point that plans for their construction are now complete. The contractor <br />is agreeable to performing the work for these two projects at the same unit prices bid for the <br />Sunny Ponds project. Mr. Jankowski recommended that the construction for the projects <br />be authorized by a Change Order. The amounts represent an approximate 16% increase in <br />the scope of the project which is well within the State Statute allowable of 25%. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />authorize, by Change Order, construction of Project #92-19 and #92-12 for estimated costs <br />of $60,998.45 and $7,166.20, respectively. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Zimmerman, <br />Beyer and Peterson. Voting No: None. <br /> <br />Case g7: Adopt Ordinance to Amend the B-1 Business District <br /> Regulations <br /> <br />Zoning Administrator Frolik stated that on February 23, 1993, City Council introduced an <br />ordinance to amend the B-1 Business District regulations in accordance with recent <br />amendments to the B~3 and B-2 Business Districts. She explained the major thrusts of <br />these amendments are requiring the installation of site improvements by January of 1997 <br />and exterior facing finish on buildings being 100% other than metal. The frequency of <br />conditional use permits will be reduced by listing conditional uses as permitted uses and <br />incorporating the criteria for those conditional uses as performance standards. <br /> <br />City Council/March 23, 1993 <br /> Page 6 of 8 <br /> <br /> <br />
