Upon <br />inquiry about.his five-year plan, Mr. Karst replied that his plan is to move 100% of his <br />operationiin doors and that he does not plan to bring in any other business. Upon inquiry, <br />Mr. Ksxs[ stated he would like to have at least the slrncture of his proposed building <br />completed before frost. <br /> <br />Ms. Frolik stated that there will still be some preparation of feedstock on Lot 1, which the <br />conditional use permit allows. <br /> <br />Motion by Counci!member Zimmerman and seconded by Councilmember Beyer to adopt <br />ResolutJ~ 603-06-122 accepting Findings of Fact #0339 relating to Danny's Tranny's <br />Inc.'s reql~est for a conditional use permit. <br /> <br />Motion carried. Voting Yes: Counci!mcmbers Zimmerman, Bcycr, Hardin and Pctcrson. <br />Voting N~: None. Absent: Mayor Gilbertson. <br /> <br />Motion.by Councilmember Beyer and seconded by Counci!member Zimmerman to adopt <br />Resolution ~)3-06-123 to approve the request for a conditional use permit from Danny's <br />Tranny'S,~r Inc. based on the findings of fact, and to require applicant to maintain a <br />mi~imumf$500 balance in thc conditional use permit escrow account. <br /> <br />Further '~d'd~ussion: Counci!member Hardin asked would there be absolutely no outside <br />storage Of any kind? Ms. Frolik stated the operating vehicles can be outside. <br />Councilm~_ mber Hardin inquired if the loading and unloading would be done inside to <br />which M~ Frolik replied yes. Counci!member Peterson stated he would like some sort of <br />time fr~ a~ to when to expect everything to be cleaned up. He suggested monthly <br />inspectiO!~s fo~ the fu'st two years. Mr. Karst stated that Staff has been driving through on <br />a regul~'basis and he felt it was not fair for his escrow account to be charged every time <br />staff driv~ by. <br /> <br />Amendmza. t by Councilmember Peterson and seconded by Councilmember Hardin that #16 <br />state thag Me loading and unloading operations shall be conducted wholly inside and that <br />Staff and Mr. Karst should set a date to complete the structure of the building and to take <br />care of th~ site improvements and that there would be no outside storage on Lots 2, 3 and 4 <br />and adop~t~ site inspection schedule at least for the first year where staff would go through <br />the opera~!o~ n on a mon.~t~l,.y basis with the checklist. The routine inspections would be done <br />at no ch~ge to Mr. Karst, however, a follow-up inspection as a result of a violation would <br />be charg ~ed to his account. <br /> <br />Amendment carried.
