Most counties in this area have gone on record in support of a bridge to <br />be built ~t0 lessen some of the traffic burden. There is not a bridge in MnDOT's 25 year <br />plan to I~ built between Dayton and Ramsey. A month ago state legislation was passed to <br />permit..,p~vate transportation development. Mr. Johnson stated that they would appreciate <br />Council~si support for the concept of the toll bridge facility. He stated that the City of <br />Dayton h~ been indecisive about this concept for some time. He stated a proactive stance <br />has to come f~m An#ks County and the City of Ramsey. He asked that the City consider <br />the toll bridge concept favorably. <br /> <br />Mr. Sc rttroeder stated that the Cities of Ramsey, Dayton, An#ks, Champlin, Andover, <br />Coon Ral~ids and Elk River have been meeting and working on transportation issues for <br />two year~and have put together a loose knit task force. He stated that this Council and the <br />past City Council has expressed an interest in the bridge. He felt the task force should have <br />more me, Cringes and Dayton should have a chance for further review. Mr. Schroeder noted <br />this is nots rash and that it makes sense to let Dayton proceed with their process. <br /> <br />Mr. Dick iKluzak stated that it is important if we attempt to move forward that we have <br />agreemm~ with all counties. He suggested tabling this issue to give the task force and the <br />City of D~tyton time to work out a plan. The fundamental question is where do they want <br />to locate'the Dayton Parkway. He reiterated that the City of Ramsey has to be proactive. <br /> <br />Tom Greenwood, Member of the Dayton Planning Commission and Corridor Task Force, <br />stated Dayton has a mandate to develop a plan by April 30, 1994. He stated they are <br />looking al~alignments and Dayton's needs. <br /> <br />Motion by Cot~ncilmember Beyer and seconded by Councilmember Zimmerman to table <br />action on ~.the toll bridge concept until a later date when the City of Dayton has come to <br />some tyl~.of consensus with regard to alignments. <br /> <br />Motion Carried. Voting Yes: Counci!members Beyer, Zimmerman, Hardin and Peterson. <br />Voting No: None. Absent: Mayor Gilbertson. <br /> <br />Case #10: <br /> <br />Change Order No. 2 and Final Payment to Richard Knutson for <br />Project P)I-01, Highway 010 Sewer and Water Extension <br /> <br />City Engineer Jankowsld stated that Project #91-01 was constructed last summer and thc <br />final punch list items were completed this spring. There was additional work done to the <br />amount Of $6,420.04. He described the four change order items and stated the price is fair <br />for the work done. <br /> <br />Motion by Councilmember Haxdin and seconded by Councilmember Zimmerman to adopt <br />Resoluti0.n #93-06-124 approving Change Order No. 2 and Final Payment No. 3 to <br />Richard Knutson, Inc. for Improvement Project #91-01 (Highway #10 Sewer and Water <br />Extension). <br /> <br />Motion e, arried. Voting Yes: Councilmembers Hardin, Zimmerman, Beyer and Peterson. <br />Voting NO: None.
