Counciimember Peterson explained the S.A.C. charge discussion that was held. Consensfis of the Council was to recommend that the number of S.A.C. charges (Bill Dubats p$oporty at 6740 Highway #10) be reduced fi.om five to two and that the extra units be held ~ reserve for City-wide distribution and that this information be passed along to the Environmental Specialist Bacon was present at the Finance Committee meeting and asked that the ~on~y left over in the fund from the 1993 events be allowed to remain in there for the 199~events. Council recommended that Mr. Bacon come back to the Finance Committ~_ with a proposal for future projects to spend that money on with regard to the Arbor and Environmental Expo. Councilmember Peterson stated that the report was received on the 6/30/93 Interim Finanei~l!Rep0rt - Actual as compared to budget. The revenue is up and the spending is down.: Council accepted the report. The Committee discussed the payment for Community Education services. Motion by Mayor Gilbertson and seconded by Councilmember Beyer to authorize payment of $12,6011 which is slightly above the budget cost and also the amount of $1,900 for the extr~ serv~ ces. The Committee reviewed the Fire Department Relief Association Annual Report. There was no Council action necessary. The Committee briefly discussed the Lower Rum River Water Management Organization joint pow~s agreement and determined it should be tabled until a full Council is present. Council altreed with that recommendation. The Finmlce Committee was presented with a report regarding negotiations with Anoka Electric ~afive to perform the utility billing function. Council noted the report. The Finance Committee received an update on the City's computer system. CITIZEN INPUT Doug Fountain, 15255 Garnet Street N.W., Ramsey, inquired what thc proper procedure is to request installation of a dead end or cul-de-sac sign that would indicate a dead end street.
