I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br /> <br /> PUBLIC HEARING <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ram~y City Council conducted a public hearing on Tuesday, August 24, 1993 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota <br />regarding ~he Environmental Assessment Worksheet (EAW) on 153rd Connection between <br />Variolite Sa:e, et N.W. and County Road #83 (Armstrong Boulevard N.W.) <br /> <br />Members Present: Mayor James Gilbertson <br /> Councilmember Sheila Beyer <br /> Councilmember Glen Hardin <br /> Councilmember Gerald Zimmcrman <br /> <br />Members Absent: Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br />Project Manger James Gromberg <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Oi~bertson called the public hearing to order at 7:40 p.m. <br />PRESENTATION <br /> <br />Project Manager Gromberg stated that this hearing is to gain input from the public as to the <br />issues raised regarding the environmental impact due to the construction of the final leg of <br />153rd Avenue N.W. He presented a time line of events regarding 153rd. <br /> <br />CITIZEN INPUT <br /> <br />Doug Fotmtain, 15255 Garnet Street N.W., Ramsey inquired why it will take two years to <br />construct less than two miles of roadway. <br /> <br />City Administrator Schroeder stated that the largest issue with regard to this construction is <br />the fund~n, g. This is an MSA project and we have limited MSA funds, plus it takes a while <br />to gain right-of-ways. <br /> <br />Lowell Vasseur, property owner in Ramsey, stated that the environmental impact should be <br />quite cleg; homes will be disregarded for a freeway. He suggested the connection would <br />be a "deat!i trap" because of the T-bone in the mad; ice will form and stay because the sun <br />never hits it. He stated he is a major landowner in the area and felt the City does not realize <br />the impact on his real estate. He felt his property would be totally destroyed. He stated the <br />City shows a bend in the road on Variolite Street N.W. and it's all on his property side. <br />He stated;the City would not allocate an approach off of 153rd Avenue N.W. to his <br />property, lie stated that if the whole road is put on his property side, he would not be able <br />to even build a six foot house on his property and all the other property owners will be able <br />to split th{ir lots. He suggested the road end at County Road #83 from 154th. He stated <br />when the County redid #83, they put a drainage ditch in. He suggested putting drainage in <br />underneath, make a "jog down and back to 153rd"; make an "S" rather than a "straight <br />ahead". <br /> Public Hearing/EAW on 153rd <br /> City Council/August 24, 1993 <br /> Page 1 of 3 <br /> <br /> <br />
