I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br /> <br />Mayor Cfilbertson expressed the need for a crosstown. <br />Mr. Vassel~r invited the Council to take a look at his real estate to see what would be ruined <br />by the road. <br /> <br />Mayor Oilbertson accepted Mr. Vasseur's invitation. <br /> <br />Mr. Vas~mr asked to go on record stating "if the City would agree to run the road all the <br />way thro~:gh and make a parkway out of it, leaving the grove of pine trees in the middle, <br />and construct the lanes so they are not wide enough for trucks to get through, he would <br />donate the~right-of-way. The speed could be controlled at 30 m.p.h. <br /> <br />Karla Itrio~n, 1~5511 Armstrong Boulevard N.W., Ramsey, stated she was hoping someone <br />would be present to decipher the environmental assessment worksheet for the residents as <br />she felt ~ere was not enough time to review it at the meeting to see if she had any <br />questions. <br /> <br />Mr. Crromberg summarized the findings of the EAW. <br /> <br />Vic Hagerlah, 15231 Jackel Street N.W., Ramsey stated he's been told by the DNR that <br />they do n?t agree that there is not a significant impact to the area. He stated the crossing <br />proposed is dangerous. He felt there is not a need for the road and asked why the subject <br />of it keeps coming up. He disagreed that the connection was for the purpose of public <br />safety as Ithe proposed design is very crooked. He stated this connection will ruin <br />wetlands, tuinpeople's property and will become a "wide-open" freeway. <br /> <br />Deb Volkman, 15315 Armstrong Boulevard N.W., Ramsey felt the road should remain <br />status qu6, The wetlands are a definite factor. She described how she can look out her <br />window and see pheasant, deer, red fox, etc. She believes this proposed road construction <br />will hurt the wildlife and urged the City Council to think about that. She stated the road <br />would devaluate her property but the wetland/wildlife is her main concern. She added that <br />the road is dangerous and referred to it as "dead man's curve". <br /> <br />Mayor Oilbertson stated that the wetlands will be mitigated. <br /> <br />Mr. Schraeder stated that the City just did a similar project on 153rd. The road is so <br />curvaciouS because we tried not to disturb the wetland. The wetland that is disturbed is <br />mitigated two to one. The same thing would happen with this connection. <br /> <br />Ms. Volkrtmn suggested the City contact the Division of Water to get their approval. <br /> <br />Mr. Fountain stated that 153rd Avenue N.W. between Sunfish Lake Boulevard and <br />Ramsey Bbulevard took about 3,500 square feet of his property. He had the same impact <br />these peogle will have. The largest vehicle he has seen in the two and one-half years has <br />been a fu~r track. The impact to the wildlife has been positive. There are now more geese <br />because ~re !s more open water. He assured the concerned residents they would not lose <br />any wildlife, an fact they may gain some. The fox will not move out as they are very <br />adaptable.( He stated he does understand these people's concerns and added that the City <br />does not li~e to negotiate for the property they take from the residents. <br />Mr. Vasseur felt there would be a definite impact to the wildlife. He told Council they are <br />in authority to control the tax payer's money, not "blow it". He stated that no one wants <br />the road arid that the people who are being affected are not being heard. <br /> <br />A resident; on 152nd Lane N.W., congratulated City Council and Staff for taking the time <br />to review~the oPtions and replacing what is proposed to being taken with regard to <br />Public Hearing/EAW on 153rd <br /> City Council/August 24, 1993 <br /> Page 2 of 3 <br /> <br /> <br />
