(County <br />Road #83) <br /> <br />Members present: <br /> <br />Mayor James Gilbertson <br />Couneilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br />Project Manager James Gromberg <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the public hearing to order at 7:10 p.m. <br /> <br />PRESENTATION <br /> <br />Project IVI~ ager C-romberg stated that the City of Ramsey proposes to construct the 153rd <br />Avenue N~W. thoroughfare between Variolite Street N.W. and Armstrong Boulevard <br />N.W. (Cosnty Road #83) which is a .69 mile segment of street in the City's Municipal <br />State Aid Street system. An Environmental Assessment Worksheet has been prepared <br />pursuant to State Statute. The EAW and other pertinent information have been reviewed in <br />accordanc~ with State Statutes to determine whether the project has the potential for <br />significantlenvironmental effects. He proceeded to read each finding. <br /> <br />Mayor Gilbertson read the list of agencies who have addressed all of the environmental <br />concerns. IHe also read the time line of meetings with regard to the 153rd/155th Avenue <br />N.W. connection. <br /> <br />Vic Hagenah, 15231 Jackel Street N.W., Ramsey, inquired if by saying this environmental <br />impact is not needed, does that also say permits are not needed. <br /> <br />Mr. Gromberg reassured Mr. Hagenah that the City has to obtain all the permits; however, <br />it does notineed to do an impact study. <br /> <br />Tom Falls~ 7920 - 152nd Lane N.W., Ramsey, stated he has lived in Ramsey since 1973 <br />and he understood that the farmer who owned the property the City is proposing to take for <br />the road W.~s given to the City for drainage purposes only.
