I Lowell Va~seur stated he owns the property and that he has not given it to the City for anything. Mr. Falls stated they have had bad drainage problems and this proposed road will make that problem worse. Mayor Gilbert~on assured Mr. Fails that drainage will be addressed before the proposed road is constructed. City Engineer Sankowski stated that the City has a storm sewer plan that was done in the 1980's. Mr. Vasseur stated that, in 1981, the City bought several easements off the corner of Variolite,~nd 153rd Avenue N.W. for drainage from Mr. Pomerann. The City was supposed, fo upgrade these easements for drainage. He added that he finds it hard to believe the ~ity will do anything to that area that will make it better. Mayor Gilbertaon reminded Mr. Vasseur that there are numerous agencies that will be involved ~ ensure the project is done properly. Kathy Ri¢l~, 7851 - 152nd Lane N.W., Ramsey, inquired how the City could say there is no impact When wetlands are disturbed. Mr. Groml~erg replied that the City has to mitigate twice the amount of wetland disturbed. Ms. Rich Mquired why this wetland should even have to be disturbed for another road when Hi,ay #10 is just a miles away. She felt that if it was tax dollars that are being spent for ll~3rd, the taxpayers should have a vote. Greg Smith, 15250 Iguana Street N.W., Ramsey, referring to the wetlands, stated "you can't repla~ SOmething that's been around for a million years". He stated the Department of Naturai Resources does not want this road and the people of Ramsey do not want this road. He s~g~sted severai cities have been sued by its citizens for not listening to them. He stated'there is no need for this road. He added that a few years back, the citizens of Ramsey h~ to fight against an airport. He added that citizens are "tired of fighting City Hail". He ask~xl Council to "listen to the people" and added "we do not want the road, we do not watit to'make it easier for people to come into the City of Ramsey". He stated he would be more in favor of the school being built than this road. Ms. Rich ~quired about a petition process. Mr. SchrOeder explained that a petition process may occur when the project will be assessed; hOWever, this project is a State Aid project. Ed Min o,!15231 Kangaroo Street N W, Ramsey, described the beauty of the area in the mornings with the whxte herons, etc. and felt that when the road goes through the only thing he will be seeing is cars and stop signs. He inquired if this road could wait until we have more knowledge about when the new bridge will go over the Mississippi River. Deb Voll~ an, 15315 Armstrong Boulevard N.W., Ramsey, requested that the letter be read that v/as sent to Council by her husband.
