Abstain: CouncilmemberHardin. <br /> <br />Case 06:, Discuss Snowmobile Ordinance <br /> <br />Police Chief Auspos stated that he had been directed by Council to work with interested <br />citizens affd snowmobile groups to discuss the snowmobile ordinance with the purpose of <br />seeing if if needed to be changed or otherwise modified. That discussion took place at a <br />meeting h~ld on June 16, 1993. He indicated it was a good discussion and the main topic <br />appeared tO be educating people. The options discussed at the meeting were 1) That the <br />present or~linance could remain status quo; 2) Consider an ordinance such as that of <br />Brooklyn I~ark which allows snowmobiles to be operated on city streets and highways but <br />not on eouj~ty roads and state highways. They cannot be operated on boulevards; 3) To <br />allow snowmobiles only on the roadway portion of city sweets and highways; 4) To allow <br />snowmobiles anywhere within the right-of-way of any street or highway; or 5) To ban <br />snowmobiles from all city streets. Chief Auspos stated there was some discussion <br />regarding .~gecial snowmobile trails also. <br />George PCPek, 8240 - 158th Avenue N.W., Ramsey, stated he is the secretary for the <br />Ramsey Sttow Rams (a snowmobile organization). In the past, the club assisted with the <br />writing of ~he snowmobile ordinance. He felt that "education is the key". His club has <br />held man. y~l~snoWmobile, education classes.. He suggested the present, ordinance is a good <br />one, but It ~ not getting the enforcement it needs. He felt that educating people on how the <br />ordinance i~ supposed to work would be the best enforcement tool. He felt that the second <br />option (c_~sidering the same ordinance as Brooklyn Park has) would cause more <br />complaints, He reiterated that the ordinance, as is, will work with the proper education and <br />enforcement. <br /> <br />Bob Petera0n, 15621 Erkium Street N.W., Ramsey, agreed that the ordinance needs to be <br />enforced a~.d felt that the Snow Rams Club would do all it could to aid in the enforcement. <br />He suggestJgd some modification We want to keep it open for snowmobiling. He felt the <br />City is gro~Wing too fast to adjust to what's happening and urged City Council to try to <br />slow the re~iderifial development process down to where the City can meet the demands. <br /> <br />Marlin paX~, 16237 Kamaeite Street N.W., Ramsey, (a member of the Snow Rams) stated <br />he is in favor of keeping the ordinance as is and come up with some ways of enforcing it. <br /> <br />City Council/September 14, 1993 <br /> Page 6 of 13 <br /> <br /> <br />
