He suggested working with a developer to pursue joint development <br />with a re~eafional parcel on the south and single family homes on the north. <br /> <br />Councilidirected that Staff send out Request for Proposals to all the developers who do <br />business in the City of Ramsey with regard to having part of the parcel be recreational and <br />part of it be for single family homes. <br /> <br />Case #9: Proposed Comprehensive Plan Amendment (MUSA Expansion) <br /> <br />City Administrator Schroeder stated the City has submitted a proposal to the Metropolitan <br />Council.for an expansion of the MUSA. The Planning and Zoning Commission has <br />reviewed Ithis plan and has suggested a couple of changes. The Met Council has also <br />recommended a couple of changes and they have asked for more information. Mr. <br />Schroeder stated the action he is looking for from Council is review this plan and authorize <br />Staff to pursue it. <br /> <br />Councilmember Peterson expressed concern about the transportation study and the fact that <br />the City COntinues to include an unauthorized plan. He stated there was no public hearing <br />and no Commission input. <br /> <br />Mr. Schroeder stated that this same issue was mentioned by the Planning and Zoning <br />Commission. He stated that a great deal of time has been spent going over the <br />transportation plan. He assured the Planning and Zoning Commission that this concern <br />will be r~sponded to. The Commission wants it recognized, in the document, that the level <br />of review has not been sufficient. <br /> <br />Councilmember Peterson stated "we tell people on one end this has been in our <br />transportation'plan for years. Now, on the other end we are showing a corridor on the <br />transportation plan that's not really valid". <br /> <br />Mr. Schroeder reiterated that the concerns will be seriously dealt with. He stated this has <br />been on the plan since 1989. <br /> <br />Councilmember Peterson inquired about a legal issue. <br /> <br />City Attorney Goodrich stated a comp plan is not a legal document. <br /> <br />Mr. Schroe, der suggested amending the resolution to read "That the City Staff is authorized <br />to submit~the proposed comprehensive plan amendment to the Metropolitan Council with <br />the understanding that there will be a forthcoming update to the transportation plan. <br /> <br />Motion by ~Councilmember Peterson and seconded by Councilmember Hardin to adopt <br />Resolution g93-11-268 approving the Comprehensive Plan Amendment, as amended. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson and Hardin. <br />Voting No: None. Absent: Councilmembers Beyer and Zimmerman. <br /> <br />Case gl0: CDBG Project - Paving Central Park Paths <br /> <br />Zoning Administrator Frolik stated that last year City Council allocated $9,000 of CDBG <br />funds to pave the path at Central Park. Staff went out for bids which came in at about <br />$28,000. !She received notification from Anoka County that the City will be receiving <br />another $30,000 from CDBG for next year.
