I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Mayor (3~ilbemon stated that one of the injustices for the City of Ramsey is the crror by the <br />County ~valuation of a commercial property. <br />Councilm~mber Beyer inquired how many people were prcscnt at thc public hearing to <br />which Ms,Hart replied two pcoplc. One person had a question about tax information and <br />the second, had questions about the budget process itself. <br /> <br />Counc~ ~fl~__.?bex Beyer suggested that the number attending the public hearing indicated that <br />the residemS are okay with the tax increase. <br /> <br />Ms. Har~ Stated that most of the residents will receive a 4.4% decrease if there is no <br />increase intheir property value because of the decrease in tax from the school district. <br /> <br />Councilm ~gnber Zimmerman stated that the majority of the dollars the City receives from <br />the tax in, ease is going to hire another police officer to begin in January 1994. He felt <br />comfortable with the increase as it is going to assist in providing service for the City. The <br />City tax ate is still second from the bottom with only Ham Lake being lower. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt <br />ResolutiO~ ;g93-12-282 adopting the 1993, payable 1994, Municipal Tax Levy. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer and <br />Zimmerman. Voting No: CouncilmemberHardin. <br /> <br />Motion by- Councilmember Peterson and seconded by Councilmember Beyer to adopt <br />Resolution g03-12-283 adopting the 1994 City of Ramsey General Fund Operating <br />Budget. <br /> <br />Motion carried, Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer and <br />Zimmerman Voting No: Councflmember Hardin. <br /> <br />Councilmcmber Beyer stated she is comfortable with the tax levy as presented and added <br />that she ~0ffid like to have seen the increase larger to enable two patrol officers to be hired <br />instead of[just one. <br /> <br />Case #3: <br /> <br />Request for Conditional Use Permit for Enclosed Organic <br />Compost Facility; Case of International Process Systems, Inc. <br />(A Sister Company of Waste Management of Minnesota) <br /> <br />Zoning Administrator Frolik stated that International Process Systems, Inc (IPS) is <br />requesting .a conditional use permit (CUP) to establish and operate an enclosed organic <br />compost facility on the south side of the Anoka Regional Landfill on property owned by <br />Waste Ma!!~ ~itgement of Minnesota, Inc. (WMMI) IPS will be the owner of all facilities to <br />be constmClexl, While WMMI will remain the property owner. <br /> <br />Don Otter, WMMI, stated that this proposal for composting is something Waste <br />Managem0nt (WM) has been looking into for quite some time. He stated that WM will <br />provide th~. separate container for food compost and added that this composting process is a <br />very sophisticated system. <br /> <br />Lou Nailer, rIPs, summarized the composting process, what materials would be taken and <br />also what the facility would look like. <br /> <br />City Council/December 14, 1993 <br /> Page 5 of 15 <br /> <br /> <br />
