I <br />I <br />ie <br /> <br />I <br />I <br />I <br />! <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Ms. Fro~ announced that Planning and Zoning Commissioners Bawden and Deemer <br />visited a similar ¢omposting plant in Rhode Island. <br /> <br />Dave Ba, wden, Ramsey Resident and Chairperson of the Planning and Zoning <br />CommisSiQn, stated that the Commission reviewed the findings of fact and could not make <br />a determlr~iafion for #31 dealing with being disturbing to existing or future neighboring <br />uses; #3Z dealing with the use being hazardous to existing or future neighboring uses; #35 <br />dealing With whether or not the use would be detrimental to the economic welfare of the <br />community; and #36 dealing with whether or not the use would involve uses, activities, <br />processe!, materials and equipment and conditions of operation that may be detrimental to <br />any persOn~, property or the general welfare by reason of excessive production of fumes or <br />odors. He ~tated the facility he visited was very nice and that the bioffiter was grass plated. <br />A couple iff trucks came in with sewer sludge while they (Bawden and Deemer) were at the <br />plant. Th6 doors opened to allow the trucks to come in, then closed again. The trucks <br />were dumPed and they (Bawden and Deemer) walked across the filter and there was no <br />odor. In',~s opinion, #31 should be "will not" be disturbing...; #32 should read "will <br />not" be hazardous ..... ; #35 should be "will not" be detrimental... He added that this <br />may also~mpl0y some residents and #36 should read "will not" involved uses, activities,. <br /> "He s~ated they inquired if there had been any complaints about the facility and there <br />~i been about three complaints - one from a resident and then another from his wife, same <br />complaint,r same day and the other had been a complaint about an odor but it wasn't <br />determined if the odor was coming from the composting plant of the local pig farm. <br /> <br />Ben Deemer, Ramsey Resident and Commissioner on the Planning and Zoning <br />Commission, stated any concerns of his were addressed by the visit to the facility in Rhode <br />Island. H~;stated he will be the closest neighbor to this facility and he has no problem with <br />it. <br /> <br />Doug Hal~aon, 14040 Azurite Street N.W., Ramsey, suggested that if a CUP is required, <br />there muit:be quesfion.s in someone's mind whether or not this is a problem. He felt as <br />long as thee is a CUP, ~t keeps the business operator on the edge. <br /> <br />Vic Hage~ngh, 15231 Jackal Street N.W., Ramsey, inquired how this proposal got this far <br />without anyone knowing about it. He stated the "dump" just got closed and Ramsey is <br />tired of p~le bringing their junk into the City. He wondered what tracks bringing in 100 <br />tons of pi~6cessing would do to the traffic on Highway #10. He also stated that he is <br />bothered bY what materials are accepted for compost. He also stated that public notices <br />have to I~' put out when something like this is being proposed to the City. <br /> <br />Mayor Cdlbertson stated that there was an informational meeting at Greenhaven Country <br />Club in Pm0ka to answer resident's questions. <br /> <br />Mr. Hagenah asked what would be the benefit to the City of Ramsey. <br /> <br />Mayor Gilbertson replied it would be a sizeable tax base. <br /> <br />Mr. Hagenah again expressed concern about the amount of track traffic. <br /> <br />Mr. Otter ~stated there would be only about 10 to 15 trucks of various sizes so thc truck <br />traffic woaM actually be decreased from what it was for the landfill operation.
