He added that there is a composfing <br />place on Hanson Boulevard for brush, so why would we need another such facility. He <br />stated he:~was not happy about the way the Planning and Zoning Commission handled <br />Commissioner Terry Hendriksen's concerns about the facility. He felt that the public was <br />not well ohough informed and added that Ramsey residents are tired of junk. <br /> <br />Mr. Otter statexl the closest neighbors were notified of the informational meeting because he <br />felt that they would have the most concerns. <br /> <br />Mr. Christian stated this case should be tabled to allow more involvement from the public. <br />He added that this type of business has to be controlled. <br /> <br />Mayor Gilbertson assured the residents that Council would not make a "snap" decision <br />regarding this proposal. <br /> <br />Mr. Christian inquired if there would be some type of CUP so there is some control over <br />what the business can do. <br /> <br />Mayor Gilbertson replied there will be a conditional use permit and also the County and <br />State require permits which allows them a certain amount of control also. <br /> <br />Planning ~d Zoning Commission Chairperson Bawden stated that the P&Z Commission <br />conducted a public hearing and it was published in the Anoka Union as is all City public <br />notices. <br /> <br />Mr. Otter stated there is some urgency on his company's part because of the channels they <br />have to go ;through to get all the permits. He added that they always come to the City f'u'st <br />for feedback. He stated they are on the County agenda for January. He offered to address <br />any other Concerns or provisions. He stated if the public wants another meeting, he would <br />be happy to~hold one; however, he requested to be able to move forward on this at the City <br />level thus far. <br /> <br />Mayor Oilbertson stated he has no problem with the request. <br /> <br />Ms. Frolik suggested Waste Management explain why all the different permits are needed if <br />this is not hazardous waste. <br /> <br />Steve Kollodge, Waste Management of Minnesota, Inc. stated that the County has a series <br />of solid waste ordinances and this would be considered solid waste. <br /> <br />Doug Hanson cautioned Council that if it sounds too good to be tree, maybe it is too good <br />to be tree. 'He suggested Council review the issue further before making a decision. <br /> <br />The Council proceeded to review the findings of fact. Following is a list of the <br />amendments to the proposed findings of fact: <br /> <br />1) That Waste Management is the fee owner of the site and supports the application. <br /> <br />2) That the use will not be disturbing to existing or future neighborhood uses. <br /> <br />City Council/December 14, 1993 <br /> Page 7 of 15 <br /> <br /> <br />
