! <br />! <br /> <br />I <br />I <br />I <br />I <br />I <br />! <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i! <br /> <br />3) That the use will not be hazardous to existing or future neighborhood uses. <br /> <br />4) That the use will not be detrimental to the economic welfare of the community. <br /> <br />5) That the use will involve uses, activities, processes, materials, and equipment and <br /> conditions of operation that may be detrimental to any persons, property or general <br /> weffare by reason of excessive production of fumes or odors. <br /> <br />6) That the facility is not considered a hazardous waste generator. <br /> <br />7) That a groundwater monitoring system is in place on the site. <br /> <br />8) That surface water run-off is proposed to be contained on the site. <br /> <br />9) That the biofilter may create an odor problem in the area if it is not functioning <br /> properly. <br /> <br />10) That the outside storage of tree prunings may create a problem with rodents and a <br /> visual problem for future neighboring uses. <br /> <br />11) That without adequate access to internal records, testing results and contracts, the <br /> City will not be able to adequately monitor for contaminants and CUP violations. <br /> <br /> 12) That delivery vehicles may create a litter or pollution problem if loads are not <br /> covered. <br /> <br />13) That in the event of a power failure, odor may become a problem due to the loss of <br /> negative pressure in the building. <br /> <br />Mr. Otter explained that in the event of a power failure, the doors would be closed, <br />therefore, odor should not be a problem. <br /> <br />14) That leachate from the compost piles and plant operations could create a <br /> groundwater hazard if not handled properly. <br /> <br />Mr. Otter explained that this site has a very sophisticated groundwater detection system <br />already in place. There is a monitor for the sludge also. All surface water will be <br />channeled t6 a sedimentation basin. He stated they are adequately covered in this regard. <br /> <br />Mr. Hagenah inquired who would be the main customer for the compost facility. <br /> <br />Mr. Otter explained it would be mostly food establishments, restaurants, hotels, etc. <br /> <br />Mr. Hagenah inquired about the finished product. <br /> <br />Mr. Nailer stated that the landfill has the capability of using the compost itself; however, <br />that is not .really the plan. The finished product will be a high quality product because it is <br />made up of mostly food. The end product will be sold to landscapers, nurseries, etc. He <br />stated they would be making about 100,000 cubic yards a year into compost. <br /> <br />Mr. Hagenah inquired about the type of trucks used. <br /> <br />Mr. Otter replied that the majority of the tonnage will be transported in Waste Management <br />typical packer trucks which will have rubber tail gates to prevent leakage.
