W~te Management doing the hauling allows for tighter control at the facility. <br /> <br />Mr. Hagenah inquired about keeping oil, etc. out of the composting. <br /> <br />Mr. Otter felt that the lower cost of disposing of these food wastes would be an incentive to <br />the customer to abide by the roles. He stated that everyone having any part of the <br />composting, starting with the pick up to the end result will be trained to know what to look <br />for. If something is unacceptable, there will be about four check points where it could be <br />caught. <br /> <br />Mayor Cfilbertson recessed the regular City Council meeting at 8:48 p.m. <br /> <br />Mayor CJilbertson called the regular City Council meeting back to order at 9:00 p.m. <br /> <br />Motion bY Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />ResolutiOn g93-12-284 accepting the Findings of Fact g0350 relating to the request by IPS <br />for a CUP!to establish and operate a compost facility. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer, <br />Hardin and Peterson. Voting No: None. <br /> <br />I <br />I$ <br />I <br /> <br />The Council proceeded to review the conditional use permit. Following is a list of the <br />amendments to the proposed conditional use permit: <br /> <br />l) <br /> <br />Revise term #18 to indicate that the permit holder will implement contract language <br />with haulers that states that ali incoming and outgoing loads are to be covered and <br />that the penalty to commercial haulers for uncovered loads will be double the <br />regular rate and the penalty to residents is that their compost permit will be revoked. <br /> <br />Mr. Otter explained that it's a provision of state law that all loads have to be covered. <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />5) <br /> <br />6) <br /> <br />7) <br /> <br />Add language to #19 to indicate that the turnover rate for yard debris shall not <br />exceed 30 days or as directed by the Anoka County permit. <br /> <br />Insert language in #27 to indicate that a site plan development permit must also be <br />obtained from the City. <br /> <br />Insert language in #41 to restrict the amount of yard waste accepted to two cubic <br />yards upon presenting a permit issued by the City of Ramsey. <br /> <br />Add a term to require that the biofflter must meet the approval of all other permitting <br />agencies. <br /> <br />Add a term to require that the existing soil berm and tree screening on the site <br />remain or be replaced with like materials. <br /> <br />Add, a term to require that surface water mn-off from finished compost piles and <br />woody waste piles be handled in accordance with MPCA regulations and at a <br />minimum, IPS and WMMI will provide semi-annual results of leached testing of <br />compost material and provide results to the City. <br /> <br />Mr. Otter stated he has no problem with a performance criteria. <br /> <br />City <br /> <br />Council/December 14, 1993 <br /> Page 9 of 15 <br /> <br /> <br />
