That such lot or tract of land to be served by such tap or connection <br />has been individually assessed for its proportionate share of the <br />cost of construction of the facilities to which such connection is <br />made; or <br /> <br />If no assessment has been levied for such construction cost, that <br />proceedings tbr levying such assessment have been or will be <br />commenced in due course; or <br /> <br />That no assessment has been levied but a connection fee equal to <br />the portion of the cost of constructing said facility which would be <br />assessable against said lot or tract of land has been paid to the <br />City; or <br /> <br />That since the time of the original assessment proceedings the lot <br />or tract of land originally assessed has been further subdivided or <br />developed at a higher density and that a sum equal to the cost of <br />constructing such facility, in comparison with other premises, <br />which would have been assessable against such lot or tract, has <br />been paid to the City. <br /> <br />Sub& 4. Water Meters <br /> <br />a. The City shall exclusively own, control and supply the water <br /> meters to be used in the municipal water system. The meter may <br /> be removed or replaced or changed as to size and type whenever <br /> deemed necessary. The meter shall be removed and retested on a <br /> periodic basis by the City for the purpose of certifying accuracy. <br /> There shall be no charge for this periodic testing. <br /> <br />The City shall keep an accurate record of each meter in use, read <br />all meters at the end of each billing period and calculate the <br />amount of water used by each consumer. <br /> <br />No person shall be allowed municipal water until the City <br />determines that the meter supplied has been placed in such <br />manner that it will register ali water consumed, and that all <br />other parts of the plumbing and pipe fitting in and about the <br />premises has been in full compliance with the rules and <br />regulations which the City shall make from time to time. <br /> <br />Licensed Master PIumbers shall install or supervise the <br />installation of meter horns. The meter horns shall be given to the <br />licensed Master Plumber or plumber's agent upon securing the <br />plumbing permit. <br /> <br />e. The City shall install all water meters. No customer shall be <br /> provided with water unless such meter has been installed. <br /> <br />Page 4 <br /> <br /> <br />
