,Suh~ 2. Application For Service <br /> <br />The owner of a dwelling, building, other structure or property <br />Where cesspools or septic tanks have been in existence prior to <br />construction of a sanitary sewer shall connect with the public <br />sanitary sewer when such cesspools and septic tanks are in need <br />of repair, reconstruction or pumping, or within two (2) years of <br />the date that municipal sanitary sewer service is available to the <br />premises, whichever is first to occur. Any property owner who <br />can demonstrate to the Council that hookup to municipal sewer is <br />not feasible due to distance, to topography or pending land use <br />change shall not be required to hookup. <br /> <br />No buildings located on property lying outside the limits of the City <br />shall be connected to the City sanitary sewer system without first <br />having a resolution by the City in whose jurisdiction the property <br />lies stating that said City have no objection to such connection. <br /> <br />The City shall make every effort to design the sewage collection <br />system to accommodate gravity flow to the system from adjacent <br />Properties. However, in instances it may be technically or <br />economically infeasible to provide gravity service to every <br />structure In such cases, the property owner shall furnish and <br />install a means of lifting the sewage for discharge into the <br />sanitary sewer. Such system shall be reviewed and accepted by <br />~he City. The cost of installation, operation and maintenance of <br />such system shall be the responsibility of the property owner. <br /> <br />Sub& 3. Sewage Disposal <br /> <br />a. It shall be unlawful for any person to place, deposit or permit to be <br /> deposited in any unsanitary manner upon public or private <br /> property within the City or in any area under the jurisdiction of <br /> said City, any human or animal excrement, garbage or other <br /> objectionable waste. <br /> <br />It shall be unlawful for any person to discharge into any natural <br />outlet within the City or in any area under the jurisdiction of said <br />City any sanitary sewage, industrial wastes or other polluted <br />waters. <br /> <br />In areas serviced by municipal sewer, it shall be unlawful to <br />construct or maintain any individual privy vault, septic tank, <br />cesspool or other facility intended or used for the disposal of <br />sewage, except when used in connection with construction <br />projects or temporary recreation programs. <br /> <br />The owner of a dwelling, building and or other structure or <br />property used for human occupancy, employment, recreations, or <br /> <br />Page 9 <br /> <br /> <br />
