days, the Council shall cause the same to be repaired, altered, <br />cleaned and provided with such other means to prevent any <br />sflbstances or matter from passing into the sanitary sewer or <br />drain that may cause a deposit or obstruction therein as it may <br />deem expedient, at the expense of the customer. <br /> <br />4.40.08 FEES AND P~ <br /> <br />Sub& 1. Fees and Permits <br /> <br />a. ~he issuance of permits and licenses, the collection of fees and the <br /> requirements for bonds and insurance shall be as set by Council <br /> resolution. <br /> <br />b. No person shall commence any plumbing work of any kind where <br /> a permit is necessary without first obtaining a proper permit from <br /> ~ the City and complying with all the terms thereof. <br /> <br />An excavation permit is required if any part of the excavation for <br />municipal water or sanitary sewer service is within a City street <br />or right-of-way. Such excavation permits shall be issued in <br />accordance with the provisions of the City Code section regulating <br />excavations in streets. <br /> <br />The charges for tapping watermains, and the amount of the water <br />meter usage fee hereinafter specified, shall be paid at the time <br />application for service is made and before the service is installed. <br />Water service will not be turned on until all charges against the <br />premises are paid. <br /> <br />e. Installation fees for remote meter readers and meter shall be as <br /> set by Council resolution. <br /> <br />4.40.09 RATES AND CHARGES <br /> <br />Sub& 1. Rates and Charges <br /> <br />Ra~s and charges for the collection and treatment of sewage and for <br />water taken from the water system shall be set by Council resolution. <br />However, the rates fixed shall not be in excess of an amount <br />reasonably calculated to defray the cost of the proper maintenance <br />and operation of the systems, including the cost of amortization of <br />any indebtedness incurred by the issuance of revenue bonds for the <br />improvement of the system. <br /> <br />Sub& 2. Liability of Property Owner <br /> <br />The customer receiving the service shall be liable to the City for all <br />~bills accruing through the use of water and sewer facilities upon the <br /> <br />Page 11 <br /> <br /> <br />
