RECOMMENDATION FROM ROAD AND BRIDGE COMMITTEE <br /> "i ON PROPOSED EXTENSION OF 153RD AVENUE N.W. <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />CASE <br /> <br />The City Counci!, in setting goals for City Staff, has identified the completion of the 153rd Avenue <br />N.W. crosstSwn[ corridor as one in its highest priority classifications. Although this route has <br />been identified as a planned collector street as early as 1980 on the City's Thoroughfare Plan, <br />neighborhood input was solicited through a series of informal meetings held by the Road and <br />Bridge Co ,m/gittce beginning in the fall of 1991. During this process, a total of four such meetings <br />were held on September 24, 1991, December 10, 1991, March 24, 1992 and April 28, 1992. <br />Notice of th~se Meetings were provided from mailing lists which included individual properties <br />bordering streets affected by the alternatives considered and also individuals who expressed an <br />interest in th~ project. A project mailing list of approximately 140 individuals ultimately resulted <br />from the pr0¢ess~ <br /> <br />Initial meetings resulted in suggestions on the part of neighbors for different alternatives to be <br />considered!fOr the proposed alignment. Ultimately, a total of five separate alternatives were <br />suggested. -~he final two meetings did not result in any additional alternatives, but did allow the <br />neighbors to ibc ihformed of the details of each alternative and provided them an opportunity for <br />comment. A summary of the alternatives considered and a response to meeting participant <br />comments arc enclosed. <br /> <br />Because of'the number of individuals who may be affected by this project, the Road and Bridge <br />Committee, at its April 28, 1992 meeting, felt that this matter should be considered by the entire <br />Council and h fOrmal public hearing should be conducted. It should also be noted that since the <br />planned alt0rnati0e impacts more than one acre of wetland, an environmental assessment worksheet <br />will be reqtli~ed By the Department of Natural Resources. The Council may wish to have this <br />environmental impact worksheet prepared prior to the public hearing. <br /> ; <br /> <br />Recommendation: <br /> <br />The Road and Bridge Committee has recommended that a public hearing be held on the five <br />alternatives~ developed as a result of the series of meetings the Committee held on this issue. <br />Further, it is; Staff's recommendation that prior to setting the date for this public hearing, an <br />environmentil assessment worksheet be prepared and submitted to the DNR for review. <br /> <br />Council Action: <br /> <br />Motion to digect that an environmental assessment worksheet be prepared and submitted to the <br />Department of Natural Resources for review. <br /> <br />and - <br /> <br />Motion to schedule a public hearing at __ <br /> <br />Review Checklist: <br /> <br />City Engineer <br /> <br /> ,1992. <br /> <br />Copies also distributed to: <br />City Administrator <br /> <br />cc: 05/12/92 <br /> <br /> <br />
