<br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 8: 16 <br />p.m. <br /> <br />Commissioner Brauer excused himself from the meeting at 8:16 p.m. <br /> <br />Ms. Kris Boden, representative of Diamond's stated they have limited the events to eleven. She <br />stated they have provided a study tQ the City but they cannot get an accurate study done with out <br />a trial event taking place. She stated they want to continue to bring entertainment to the City. <br />She noted they have received many positive comments regarding the motocross and demo derby <br />from customers and residents. She stated they cannot offer a plan of noise mitigation because <br />they do not know if they will be above the threshold yet. <br /> <br />Ms. Boden stated they will do everything in their power to make the events successful and <br />worthwhile. They will use the most experienced promoters for these events and will make them <br />very safe and enjoyable. She stated a P A system is needed even for safety. They will bring the <br />noise volume down on the P A system and they purposefully planned the events for Saturday <br />evenings because of the traffic concerns along Hwy 10. They have also discussed the parking <br />and traffic plan for entering and exiting Diamonds. They did not feel this is a major issue for <br />traffic. They are not doing a demo derby in the middle of summer; they will be doing one in <br />spring and one in fall. They are trying to do everything they possibly can to try to limit the noise <br />concerns. She stated Mr. Grueber has always been accommodating to the City and neighbors and <br />it would be worthwhile to keep the business in the City because of the tax basis and the business <br />also raises funds for benefits. She stated they will not have any trial runs but will have some furi <br />events for children in the afternoon and to start the events around 6:00 p.m. and end by 10:30 <br />p.m. She stated there would not be an event every weekend. <br /> <br />Chairperson Nixt asked what he would see from Highway 10 as he drove by. <br /> <br />Mr. Grueber showed a drawing of what the track would look like. <br /> <br />Ms. Boden indicated the track will not be permanent; they will tear the track down the day after <br />the event. <br /> <br />Commissioner VanScoy wondered what the parcels around this were zoned. <br /> <br />Community Development Director Trudgeon explained the different zonings around Diamonds. <br /> <br />Mr. Grueber stated as a business they are looking at this as a package with all the events <br />included. He stated the motocross and demo derby will be the events that draw the largest <br />crowds and bring in the most money and if they look at the other events without these two, the <br />numbers do not add up to make it work. <br /> <br />Commissioner Hunt stated he has been as the Anoka County Fair while the motocross has been <br />there and he did not see a difference in noise whether he was at the event or elsewhere at the fair. <br /> <br />Planning CommissionlNovember 1, 2007 <br />Page 6 of 14 <br />
