<br />The Commission reconvened at 9:09 p.m. <br /> <br />Case #2: <br /> <br />Request for Comprehensive Plan Amendment; Case of the City of Ramsey <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 9: 1 0 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearine: <br /> <br />Chairperson Nixt called the public hearing to order at 9:10 p.m. <br /> <br />Presentation <br /> <br />Associate Planner Geisler stated the Planning Commission will recall that back in 2006; Dan <br />Murphy and Tim Holm applied for a Comprehensive Plan Amendment related to the plat of <br />Ebony Woods. On September 7, 2006 the Planning Commission reviewed the request to change <br />the property from Places to Shop to Medium Density Residential, and recommended denial. On <br />October 9, 2007 the City Council denied the Comprehensive Plan Amendment, and directed <br />Staff to initiate a new Amendment to change the property's land use designation to Low-Density <br />Residential. <br /> <br />The City Council had a lengthy discussion about the appropriateness of a Medium-Density <br />Residential land use designation for the subject property. Ultimately, they determined that it was <br />not an appropriate use given the adjacent single-family homes. They did feel that the property's <br />current designation of Places to Shop was not appropriate either. <br /> <br />Ms. Geisler said Staff recommends approval of the Comprehensive Plan Amendment based on <br />Staffs interpretation of the criteria listed in the Interim Policy. <br /> <br />Commissioner Brauer excused himself from the meeting at 9:13 p.m. <br /> <br />Mr. Dan Murphy reviewed the process they have gone through for approval of this amendment. <br />He stated the two lots as currently assessed would not be feasible to offset the costs of the lots so <br />he was requesting that 3 lots be approved if this was to go forward. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner VanScoy, to close the public hearing. <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners VanScoy, Cleveland, Hunt, <br />Levine, and Trites Rolle. Voting No: None.
