The original proposal was for the south-central
portion of Alpine Park. She stated that according to City Code, the tower must be located on
City owned property, when possible.

Councilmember Dehen arrived at the meeting.

Associate Planner DaInes stated that the applicant, after discussion with staff, has suggested the
tower be located on the western side of the park. She noted that staff had put together four
alternative locations in the general vicinity, including two other sites within Alpine Park. She
reviewed the proposed sites on the east side of Alpine Park, south of Alpine Drive, west of
Variolite, south central side of Alpine Park, and just east of current proposed location.

Councilmember Strommen asked if staff had looked at any sites that may be available that do not
meet current Code require!llents to be City owned property. She stated that she feels the current
City Code may be antiquated.

Associate Planner DaInes stated that staff only looked at City owned property, which is very
limited in this area. She stated that other park areas are surrounded by residential areas.

Community Development Director Trudgeon stated that staff did not look elsewhere because
everything in the area was residential.

Councilmember Dehen asked how many towers were located in the City.

Associate Planner DaInes stated that she believes there are 7 or 8 in the city.

Councilmember Dehen stated that these towers are not pretty, and wondered how Ramsey
stacked up against other communities. He stated that he would like to know what other cities are
doing about towers and whether they can be located in industrial areas.

Associate Planner DaInes stated that the location of this tower is partly because T-Mobile is
looking to fill their coverage areas. She stated that some cities put antennae's at the highest point
on each block and stated that the higher the tower, the better the coverage.

Councilmember Dehen asked whether an extension could be built on the water tower just south
of this location, so it would be high enough to give the coverage T-Mobile needs.

Councilmember Elvig arrived at the meeting.

-268-
