Request for Home Occupation Permit to city <br />of Ramsey Planning Commission scheduled for Jan. 3, 2008. <br />1. Reason for request: <br />To comply with city of Ramsey rules governing home business occupation and to ensure future <br />operation of Carefree Home Services at the current location. <br />2. Background history of CareFree Home Services: <br />Formed in 1989 by Jerry and LeAnn Beach who are at present time owners of the business. <br />Received. license to do business from state of Minnesota Dept. of Health in Jan 1990. The product of <br />this license is to provide Personal Care services to disabled persons, in their own place of residence, <br />through out southern and central counties in Minn. Contracts with several counties in Minn. including <br />Anoka county, are in effect at the present time. Carefree Home Services has been providing these <br />services to disabled persons continually from 1990 to this present time. <br />3. Why this request should be granted: <br />There is no apparent or obvious reason why Carefree should not be allowed to conduct business <br />operations at this present location considering the following facts: <br />All. areas of business that Carefree conducts is done from within the confines of the dwelling at its <br />location. There are no equipment and work vehicles kept on the premises as to be a negative site. <br />Carefree does have ample (up to ten spots) of off street parking for employees and visitors to its office. <br />In the eighteen years Carefree has been in operation there has never been a complaint registered against <br />it. In the incident that precipitated this request for a Home Business Occupation permit; to the best of <br />our knowledge, a complaint was a call to Ramsey police dept. from an interested party about a vehicle <br />parked on the city street in front of their residence. When the patrolmen answering that call inquired at <br />Carefree office to ask if Carefree personal knew whom the vehicle belonged to they were told it <br />belonged to a person being interviewed by Carefree staff. It was at this time, during this conversation <br />with the patrolmen, that Carefree was advised they needed a current Home Business Occupation Permit <br />to conduct a business at this location. Carefree was not given any formal written documentation at that <br />time nor at any time after that incident that it was a complaint against Carefree as a business at that <br />location. As a result of these facts Carefree maintains it has not had a complaint registered against it <br />over the life of its existence. As to the traffic impact Carefree has on city streets in this area it is the <br />opinion of Carefree that it is minimal when compared to traffic volume that could be generated at in <br />home child daycare center or a beauty shop, licensed or unlicensed, in the city limits of Ramsey. If a <br />child care facility were to have six or seven children in a single child care facility, it would result in up <br />to fourteen traffic trips per day, each child being dropped off and picked up each day by a parent or <br />guardian, to that location each day compared to four traffic trips, each of two employees arriving and <br />leaving the Carefree location each day. <br />Thank you in advance for considering these points that have been listed here. <br />.~ <br />~,;r`~~/Jerry Beach Michael Beach <br />President Vice President <br />Carefree Home Services <br />-118- <br />
