Several people from the Stanhope Terrace and Reilley Estates
Additions ,/vCre ~resent asking for park development (grading and mowing) of the dedicated
property at l$5tl~Lane N.W. and Roanoke Street N.W. (Reilley East Park). He added that within
these subdig[sioits are two dedicated parks (Reilley East and Woodland Green). Another City
owned drai~e hrea (Reilley West Park) and an outlet along the Rum River (Stanhope River Hills
Park) will ibeco~e an undeveloped park when the River Bluffs subdivision is developed.
Woodland O~e~:Park has older play structures and a backstop for "sandlot" play. Mr. Schroeder
stated that t~o fiv~e acre Woodland Green Park can only be accessed from 155th Lane N.W. east of
Barium Str'.~i N,.:W. He stated there is a drainage swale that exists off 156th Lane N.W. and the
City has cl~ed It out a few times. He stated if it were cleared out again to a ten foot width and
paved, the ~tgh§orhood would have access to this park. This access would be low cost and Iow
maintenanc/~,.. H~ also proposed improving the playground area by reformatting the equipment,
placing a timber border and filling with pea rock. He stated that the City has been reimbursed by
Anoka County for 1992 redistricting expenses in the amount of $3,102.00. This revenue was not
anticipated ~i~th&City's 1992 General Fund Budget. In addition to this money, the City filed for
reimbursern~at i~ the amount of $2,370.00 of certain expenses associated with the Presidential
Primary of j~pril'7, 1992. These reimbursements, totalling $5,472.00, could be dedicated to the
developmeni of Woodland Green Park. The cost of materials is estimated to be $6,950.00 which
exceeds thq idet~tified revenue by $1,478.00; however, Public Work's inventory contains
sufficient q '~Uaotitles of timbers and pea rock to complete this project. He felt it makes sense to do
the project n~ow since there is a way to fund it, but stated it could also be considered for 1993.

Motion by {20um:ilmember Hardin and seconded by Councilmember Peterson to direct City
AdministratOr Schroeder to contact the interested residents to see if what Staff is proposing is

Budget Committee/June 23, 1992
